DEWEY WALKER, ZONING INSPECTOR APPEARED TO INFORM THE <br />BOARD THAT RAY PRESCOTT PURCHASED PROPERTY IN SECTION 13, <br />TOWNSHIP 33, RANGE 39 FOUR YEARS AGO THAT DOES NOT CONFORM TO <br />SUBDIVISION REGULATIONS AND HE IS NOT ABLE TO OBTAIN A BUILDING <br />PERMIT <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY <br />COMMISSIONER MASSEY, THE BOARD UNANIMOUSLY GRANTED A SPECIAL <br />EXCEPTION PERMIT DUE TO THE HARDSHIP CASE AS PRESENTED, <br />MARGARET DIXON, PRESIDENT OF THE INDIAN RIVER SAFETY <br />COUNCIL APPEARED TO REQUEST THE BOARD TO CONSIDER AN AMENDMENT <br />TO THE MOTORCYCLE HELMET LAW TO INCLUDE THAT A CYCLIST MUST <br />ALSO HAVE BOOTS ON WHEN RIDING A MOTORCYCLE. <br />ATTORNEY BURCH STATED THAT THIS IS A STATE LAW AND <br />THE LAW WOULD HAVE TO BE AMENDED BY THE STATE LEGISLATURE TO <br />INCLUDE THE BOOT LAW. <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY <br />COMMISSIONER MASSEY, THE BOARD UNANIMOUSLY AUTHORIZED THE ATTORNEY <br />TO PREPARE A RESOLUTION IN SUPPORT OF THE BOOT LAW AND TO <br />AMEND THE MOTORCYCLE HELMET LAW TO INCLUDE IT, AS REQUESTED BY <br />THE INDIAN RIVER SAFETY COUNCIL. THIS RESOLUTION WOULD THEN <br />BE FORWARDED TO THE STATE LEGISLATURE. <br />MRS. DIXON THEN DISCUSSED THE NEED FOR ENFORCING <br />THE LAW THAT STATES ALL BICYCLES MUST HAVE PROPER SAFETY <br />EQUIPMENT ON THEM WHICH INCLUDES: LIGHTS ON THE FRONT AND <br />THE BACK OF THE BICYCLE: HORN AND REFLECTORS. MRS. DIXON <br />STATED THAT THE MERCHANTS SELLING BICYCLES IN THIS COUNTY <br />SHOULD NOT SELL ANY BICYCLE WITHOUT THE REQUIRED SAFETY <br />DEVICES. <br />THE BOARD STATED THAT THE LEGISLATURE WOULD HAVE TO <br />MAKE IT MANDATORY FOR THOSE SELLING BICYCLES TO HAVE THESE <br />SAFETY DEVICES INSTALLED AS STANDARD EQUIPMENT. <br />MRS. DIXON STATED THAT SHE WILL INVESTIGATE THIS <br />AND OBTAIN STATISTICS ON BICYCLE ACCIDENTS OCCURRING BECAUSE <br />OF THE LACK OF SAFETY DEVICES ON BICYCLES AND REPORT BACK TO THE <br />BOARD. <br />mo <br />boK "PAGE 2l <br />
