I <br />MR. SEMBLER SAID THAT IT WAS, AND THE COUNTY WOULD HAVE NO FI- <br />NANCIAL INVESTMENT. <br />CHAIRMAN SIEBERT SUGGESTED WRITING AN AGREEMENT TO GRANT THE <br />SEWER ALLOCATION FOR A GIVEN TIME AFTER WHICH IT WOULD REVERT BACK TO THE <br />COUNTY. <br />DISCUSSION FOLLOWED IN REGARD TO METHODS OF METER READING AND <br />BILLING OF THE COUNTY BY THE CITY, AND MR, SEMBLER STATED THAT POSSIBLY <br />THAT MIGHT HAVE TO BOND OR PROTECT THE COUNTY IN SOME WAY, <br />COMMISSIONER WODTKE POINTED OUT THAT MR. SEMBLER WOULD UNDOUBTEDLY <br />BE BILLING HIS TENANTS FOR A PROPORTIONATE AMOUNT OF THE SEWER BILL, AND Ic <br />S0, FELT HE WOULD HAVE TO HAVE A FRANCHISE. <br />DISCUSSION FOLLOWED IN REGARD TO WHETHER A FRANCHISE WOULD BE <br />REQUIRED IN SUCH A SITUATION. IT WAS NOTED THAT CONDOMINIUMS ARE NOT RE- <br />QUIRED TO HAVE A FRANCHISE, AND ATTORNEY COLLINS STATED THAT HE WOULD HAVE <br />TO RESEARCH THIS QUESTION. <br />MOTION WAS MADE BY COMMISSIONER SCHMUCKER, SECONDED BY COMMIS- <br />SIONER MASSEY, THAT A 30,000 G,P.D. SEWER ALLOCATION BE GRANTED TO MEL <br />SEMBLER & ASSOCIATES, SUBJECT TO WORKING OUT NECESSARY DETAILS RE A FRAN- <br />CHISE, WITH A TWO-YEAR TIME PERIOD TO OBTAIN A BUILDING PERMIT. <br />IN DISCUSSION IT WAS GENERALLY FELT THE MOTION WAS VERY BROAD. <br />ATTORNEY COLLINS SUGGESTED GIVING THE DEVELOPER AN OPTION FSR THE <br />30,000 G.P.D. SEWER ALLOCATION FOR A SET PERIOD OF TIME CONDITIONED UPON <br />HIS DOING WHATEVER THE BOARD THINKS IS NECESSARY, <br />SIR, SEMBLER NOTED THAT HE HAS A ONE-YEAR OPTION ON THE PROPERTY <br />AND MAY HAVE TO RENEW IT, <br />DISCUSSION CONTINUED IN REGARD TO MAKING THE ALLOCATION FOR ONE <br />YEAR SUBJECT TO APPROVAL OF A CONTRACT TO BE WORKED OUT BETWEEN OUR ATTORNEY, <br />THE ADMINISTRATOR AND THE PRINCIPALS INVOLVED, <br />COMMISSIONER SCHMUCKER FELT A TWO-YEAR PERIOD WOULD BE MORE REA- <br />SONABLE, AND COMMISSIONER MASSEY SUGGESTED INCLUDING AN EXTENSION OF TIME <br />PROVIDING CERTAIN THINGS ARE DONE, <br />COMMISSIONER SCHMUCKER WITHDREW.HIS MOTION AND COMMISSIONER MASSEY <br />WITHDREW HIS'SECOND, <br />20 <br />AUG 4.1976 <br />
