STATEMENT OF AFFIRMATIVE ACTION <br />INDIAN RIVER COUNTY, FLORIDA <br />i - <br />•r <br />• <br />1 <br />Page 3 <br />developing policy statements, preparing a written <br />Affirmative Action Program, and developing internal. <br />and external communication procedures; assisting all <br />supervisors in collecting and analyzing employment data, <br />indentifying problem areas, and developing the program <br />to its fullest extent;' <br />designing, implementing, and monitoring internal audit <br />and reporting systems to measure program effectiveness <br />r <br />and to determine where progress has been made and where <br />further action is needed; <br />reporting to the County Administrator on the progress in <br />each area of employment. <br />III. RECRUIT14ENT <br />A. The Personnel Manager will be trained to use objective <br />standards to measure applicants and to support affirmative <br />action. <br />E. An Affirmative Action Program will be instituted to <br />recruit for all jobs where under -utilization is identified. <br />IV. SELECTION STANDARDS AND PROCEDURES <br />Experience has shown that the selection process, whether <br />4 1 <br />consciously or unconsciously, is probably responsible for <br />more discrimination than any other area of employment practices. <br />Therefore, a careful review and evaluation of each step in <br />the selection process will be made to assure that job require- <br />ments, hiring'standa.Lds, and methods of selection and placement <br />do not discriminate, and will be' accomplished by the following <br />steps: <br />A.
