t <br />ON MOTION BY COMMISSIONER Loy, SECONDED BY COMMISSIONER DEESON, <br />THE BOARD UNANIMOUSLY GRANTED TENTATIVE APPROVAL TO SPRING PLACE SUB- <br />DIVISION BASED ON REVISION OF THE PLAN TO CENTER THE PAVING OF MAGNOLIA <br />LANE ON THE 60' RIGHT-OF-WAY AS SUGGESTED BY MR. MUSICK, THE DEVELOPER <br />TO DO THE PAVING. <br />RICHARD LONG OF THE ECONOMIC OPPORTUNITIES COUNCIL REPORTED <br />TO THE BOARD THAT THEY ARE DOING HOME WEATHERIZATION AND REPAIR ON <br />MANY HOMES AND,HAVE TO PAY $9.50 FOR EACH BUILDING PERMIT, WHICH WILL <br />COST THEIR NON-PROFIT ORGANIZATION ABOUT $2,000 A YEAR. HE INFORMED THE <br />BOARD THAT THIS IS THE ONLY COUNTY IN THE STATE OF FLORIDA WHERE THE <br />EOC IS REQUIRED TO OBTAIN BUILDING PERMITS FOR THIS TYPE OF BUILDING <br />REPAIRS. MR. LONG REQUESTED THAT THE BOARD GRANT A BLANKET WAIVER OF <br />THESE PERMITS. <br />CHAIRMAN WODTKE QUESTIONED HOW THE COUNTY WILL KNOW WHAT IS <br />BEING DONE IF WE DON `T HAVE BUILDING PERMITS AND INSPECTIONS TO SEE <br />THAT THE WORK IS DONE PROPERLY. <br />MR. LONG STATED THAT HE HAS DISCUSSED AS ARRANGEMENT WITH <br />BUILDING DIRECTOR RYMER ABOUT INSPECTIONS AND A COMMITTEE WHO WILL <br />MONITOR THIS PROGRAM. <br />CHAIRMAN WODTKE ASKED IF MR. LONG FELT THE TAXPAYERS SHOULD <br />HAVE TO PAY THE COST OF SENDING THE BUILDING INSPECTOR OUT, AND NOTED <br />IT COULD BE EMBARRASSING IF THE BUILDING DEPARTMENT DID NOT KNOW WHAT IS <br />OCCURRING AND SHOULD GO OUT TO DEMOLISH A HOUSE THAT THE EOC IS WORKING <br />ON. THE CHAIRMAN NOTED THAT WE PREVIOUSLY HAD A REQUEST FROM THE EOC <br />TO BE BILLED FOR THESE PERMITS MONTHLY AND THAT WAS NOT FEASIBLE. <br />COMMISSIONER SCHMUCKER ASKED IF THE EOC WAS ASKING FOR THE <br />WAIVER IN ORDER TO GET AWAY FROM PAYING A FEE OR HAVING TO SUBMIT A PLAN. <br />MR. LONG STATED THAT IT WAS FOR BOTH REASONS, BUT NOTED THAT <br />ACTUALLY THEY DON T GENERALLY NEED A PLAN AS THEY ARE JUST MAKING THE <br />HOUSE LIVABLE, SECURING THE ROOF, REPAIRING SCREENS, ETC., THOUGH <br />OCCASIONALLY THEY HAVE TO REPLACE TRUSSES. <br />COMMISSIONER Loy POINTED OUT THAT BUILDING PERMITS ARE MEANT <br />AS A SAFEGUARD. <br />CHAIRMAN VIODTKE FELT IT IS EXTREMELY IMPORTANT THAT WE GET <br />THIS INFORMATION'ESPECIALLY SINCE THE FARM WORKERS COUNCIL, THE EOC AND <br />15 <br />Boa 34 ma 456 <br />
