MRS. OGSBURY STATED THAT SHE HAS LIVED HERE FOR 25 YEARS <br />AND NEVER BEGGED FOR WATER, AND WANTED THE BOARD TO TELL HER WHY SHE <br />SHOULD HAVE TO PAY FOR THE PROBLEMS IN RoCKRIDGE. <br />CHAIRMAN WODTKE STATED THAT SHE.WOULD BE PAYING FOR WHAT <br />IT COSTS TO DEVELOP A WATER SYSTEM THAT WILL BE AVAILABLE AND SUPPLY <br />ALL IN THE TAXING DISTRICT. <br />MRS. nGSBURY REITERATED THAT SHE DOESN'T NEED THE WATER AND <br />DOES NOT FEEL SHE SHOULD'BE TAXED. <br />CHAIRMAN lODTKE NOTED THAT SHE IS ENTITLED TO HER OPINION, <br />BUT THE BOARD HAS TO DO THE JOB THEY ARE ASKED TO DO. <br />JAMES REMSEN INFORMED THE BOARD THAT HE HAS A PIECE OF <br />PROPERTY ON 27TH COURT AND ASKED HOW PAR THE STUDY HAS GONE SO FAR AND <br />WHAT WILL THE LATER COSTS BE, SINCE THE $65,000 TO BE RAISED APPARENTLY <br />IS FOR AN ENGINEERING STUDY ALONE. HE ASKED HOW A PLANT AND <br />DISTRIBUTION LINES WOULD BE PAID FOR. <br />CHAIRMAN VIODTKE STATED THAT THE BOARD HAS VARIOUS OPTIONS <br />AND HAS NOT, AT THIS TIME,,MADE ANY FINAL DECISION AS TO HOW THIS WILL <br />BE PAID. HE NOTED THAT WE HAVE ONE GOOD SOURCE OF MONEY SINCE THE <br />FHA SET ASIDE FOR THE COUNTY SOME YEARS AGO 22 MILLION AT 5% INTEREST. <br />THE CHAIRMAN STATED THAT, MORE THAN LIKELY, THE PLANT AND DISTRIBUTION <br />LINES WILL BE PAID FOR BY REVENUE RECEIVED FROM THE SALE OF THE WATER, <br />MR. REMSEN FELT SUCH A SYSTEM VERY RARELY PAYS FOR ITSELF. <br />HE NOTED THAT HE LIVES ON A PRIVATE ROAD AND ASKED HOW THE COUNTY <br />INTENDS TO HANDLE PERSONS WHO ARE NOT LOCATED ON A PUBLIC ROAD. <br />ATTORNEY COLLINS FELT THE ANSWER LIES IN A DETERMINATION OF <br />WHETHER TO MAKE THE WATER MANDATORY OR NOT. CHANCES ARE IT WOULD NOT <br />BE, AND IN THAT EVENT EASEMENTS WOULD HAVE TO BE GRANTED IN ORDER FOR <br />THE LINES TO BE PUT IN ON A PRIVATE STREET. <br />MR, REMSEN ASKED WHY THIS STUDY.IS LIMITED TO A PORTION OF <br />THE COUNTY. <br />e CHAIRMAN IRODTKE STATED THAT WE HAVE OTHER AREAS WHERE WE <br />HAVE SET UP SPECIAL TAXING DISTRICTS, BUT THIS PARTICULAR AREA IS <br />THE ONE WHICH IS MORE HIGHLY DEVELOPED,AND HAS AN EXTREME NUMBER OF <br />PROBLEMSi HE CONTINUED THAT THE BOARD SET UP THE VARIOUS DISTRICTS <br />6 <br />
