0 <br />UNIT WAS PURPOSELY INCLUDED BECAUSE WE MUST HAVE A CONTINOUS DISTRICT. <br />HE POINTED OUT THAT THERE IS A PREDOMINARTLY AGRICULTURAL DISTRICT THAT <br />WAS SPECIFICALLY LEFT OUT. <br />COMMISSIONER SIEBERT ASKED HOW MANY AGRICULTURAL PEOPLE WERE <br />AT THE MEETING TO OBJECT. THERE WERE NONE. <br />MRS. MATTHEW GOOD INFORMED THE BOARD THAT ALTHOUGH SHE HAS <br />WRITTEN MANY LETTERS, THEY STILL HAVE ROTTEN WATER. SHE WANTED TO <br />KNOW WHY THEY SHOULD BE CHARGED MILLAGE WHEN RUMORS ARE THAT THERE <br />ARE THREE DIFFERENT MALLS GOING IN AND THE COUNTY WILL HAVE TO SUPPLY <br />THEM WATER, <br />CAROL LYNCH STATED THAT SHE JUST MOVED FROM AN AREA THAT WAS <br />SERVICED BY MID FLORIDA AND HAS NOW PUT IN HER OWN WELL AND ONLY, HAS <br />TO PAY MONTHLY FOR AN ELECTRIC BILL TO RUN THE PUMP. SHE POINTED OUT <br />THAT SHE WAS PAYING MID FLORIDA $22.00 A MONTH, AND QUESTIONED WHY <br />SHOULD SHE HAVE TO PAY AGAIN WHEN THE COUNTY CHARGES RATES, AS IT WILL <br />HAVE TO. SHE WANTED TO KNOW WHO DEEMED IT NECESSARY TO HAVE THIS <br />DISTRICT, AND WHY IT IS SET UP THE MAY IT IS. <br />ATTORNEY COLLINS INFORMED HER THAT THE DISTRICT WAS SET UP <br />SEVERAL YEARS AGO AND THE LINES WERE PRIMARILY ESTABLISHED BY THE <br />COMMISSION AND THE ENGINEER AND HIMSELF TRYING TO DETERMINE THE <br />POPULOUS AREAS MOST LIKELY TO HAVE IMMEDIATE GROWTH, WHICH WAS THE <br />BASIS -FOR THIS PARTICULAR DISTRICT. HE NOTED THAT THE NORTH SIDE IS <br />THE CITY LIMITS AND 43RD IS A NATURAL PERIMETER FOR THE WEST. HE <br />STATED THAT THEY TRIED TO PICK UP THE FRANCHISE AREAS, AND NOTED IT <br />IS HIGHLY POSSIBLE THAT THIS DISTRICT EVENTUALLY WILL BE EXPANDED. <br />THE BOUNDARIES CAN BE CHANGED AFTER A PUBLIC HEARING AND BY ORDINANCE. <br />MRS. LYNCH ASKED WHY THE DISTRICT WAS SET UP IN THE FIRST <br />PLACE. <br />ATTORNEY COLLINS STATED THAT THE BOARD RECOGNIZED THAT THERE <br />IS A REAL WATER PROBLEM IN THIS GENERAL AREA, PARTICULARLY WITH THE <br />FRANCHISES. <br />MRS. LYNCH NOTED THAT SHE SOLVED HER OWN PROBLEM, AND THE <br />CHAIRMAN POINTED OUT THAT AS THE AREA DEVELOPS AND MORE AND MORE WELLS <br />GET IN THE GROUND, IT WILL EVENTUALLY CAUSE A PROBLEM, WHEN THIS <br />HAPPENS, THE PROBLEM WILL BE BROUGHT BACK TO THE BOARD, AND THEN -IT <br />P 8 9 <br />INK <br />
