OTHER URBANSERVICES <br />Mr. Minner reported that they are very close and happy with where the <br />process has gone to date. He outlined Sebastian's unresolved issues, specifically, the <br />Point -to -Point annexation (contiguity), and New Town locations. They felt that because <br />of growth issues around Sebastian and some of those perspectives that they had with the <br />Western Employment Center (WEC), they needed some exception in Chapter 171, the <br />annexations, so they could get down into some of the areas that were inside their reserve <br />area. They also wanted New Towns to stay away from outside Sebastian's city limits, <br />and had proposed some language with which the County was not happy. <br />Mr. Minner noted that other City staffers had requested that there be <br />further discussions on other services, like water, sewer, and transportation. He also noted <br />that Sebastian's annexation exception proposal is to identify, by tax parcels, some of the <br />areas they were concerned with on a contiguity basis.
