Purchasing Objective: <br />(Ij To promote an understanding of, sound purchasing policy <br />and procedure throughout all the departments. <br />-(2) Tb exchange ideas and information with other public ' <br />purchasing agencies in an effort to solve common <br />problems. <br />(3) To provide leadership and professional growth to the <br />staff within the Purchasing Department. <br />(4) To determine the most efficient and economical means <br />of securing an item or service without sacrificing the <br />o <br />desirable controlsand principles of sound purchasing. <br />(5) To assist in developing standardized specifications for <br />use by all departments. <br />(6) To imprnve purchasing practices and apply them when feasible. <br />(7) To make services available to all constitutional offices and <br />to encourage participation. <br />2-2 BID GUIDELINES <br />2a. It appears that counties within the State of Florida are <br />not required to comply with Bid Regulations as outlined in <br />the State of Florida Statutes. However, to promote good <br />business practices, the Board�of County Commissioners have <br />set forth the following policies and guidelines for formal <br />bidding. <br />Purchases with a value of $2,500.00 or more will be let for <br />bidding. This does not eliminate the possibility of bidding <br />for purchases with a lower value of $2,500.00 should the County <br />Administrator feel that it would be in the best interest of the <br />County to do so. <br />(1) Specifications: <br />(a) Purpose of Specifications: It is essential to <br />remember at all times that specifications are <br />intended to assist the Purchasing Agent in obtain- <br />ing -the best value, and not intended that details <br />or technicalities should prevent competition. <br />Approved 2/21/79 <br />A <br />BOOK 39 PAGE 2320 <br />
