Page 5 <br />PURCHASING GUIDELINES (Continued). <br />(b) Responsibility for Specifications: It is primarily <br />the responsibility of the requesting department head <br />to furnish proper specifications. The responsibility <br />£or.making the purchase rests with the Purchasing <br />Department. Since all purchase action 'is necessarily <br />based on some specification, it is reasonable that the <br />Purchasing Department should share in the responsibility <br />of all specifications jointly with the requesting <br />department. Thus, prior to obtaining proposals, th- <br />specifications furnished by a requisitioning department <br />may be modified to permit competitive bidding and -to <br />provide for a level of quality commensurate with the <br />intended use of the article. In the event the Purchasing <br />?gent deems it desirable to alter the specifications from <br />those originally submitted with the requisition, he shall <br />communicate his intent to the requester giving full <br />particulars why an alteration to the specifications is <br />desirable and the extent and nature of the changes. <br />Specifications shall never be written in such a way where <br />only one source or vendor would qualify. <br />(c) Types of Specifications: <br />1. Performance - wherein function and use of the <br />product needed are the basic definitions. <br />2. Design - wherein particular characteristics of <br />product and their arrangement are the basic <br />definitions.. <br />3. Approved Products List - wherein actual products <br />have been tested -or examined and approved, prior <br />to seeking prices. <br />4. Questionnaire - wherein the purchaser may prepare <br />a product information sheet which accompanies <br />the request for prices which each bidder must <br />complete and return as a part of his bid. <br />5. Sample - wherein the purchaser may require <br />suppliers to furnish representative samples of <br />products offered for his comparison and evalua- <br />tion in determining the successful bidder. <br />6.
