THE BOARD THEN DISCUSSED RESERVING SOME OF THE COUNTY'S TOTAL <br />SEWER ALLOCATION, AND IT WAS GENERALLY FELT THAT AT THE LAST MEETING <br />THE BOARD HAD INTENDED TO HOLD OUT ABOUT 200,000 GPD AS A RESERVE. <br />ATTORNEY COLLINS STATED THAT HE DID NOT BELIEVE THE BOARD HAS <br />TO FORMALLY ALLOCATE TO 6TH AVENUE, BUT CAN TENTATIVELY SET ASIDE AN <br />AMOUNT THEY FEEL IS REASONABLE WITHOUT BEING BOUND TO A SET FIGURE. <br />ENGINEER BEINDORF POINTED OUT THAT THIS DOES NOT BECOME A <br />PROBLEM UNTIL YOU REACH THE END OF THE ALLOCATION ANYWAY, AND COMMISSIONER <br />LYONS AGREED, NOTING THAT POSSIBLY IN SIX..MONTHS WE COULD DECIDE WE ARE <br />NOT GOING TO GIVE ANY MORE. THE ATTORNEY CONCURRED. <br />COMMISSIONER LOY DISCUSSED SETTING A TIME LIMIT FOR THE <br />EXISTING ESTABLISHMENTS. SHE NOTED THEY HAVE BEEN GIVEN THE OPPORTUNITY <br />AND FELT THEY SHOULD MAKE UP THEIR MINDS BEFORE A CERTAIN CUT-OFF DATE. <br />ATTORNEY COLLINS AGREED, NOTING THAT THE AREA IS DEFINED AND <br />EXISTING STRUCTURES HAVE BEEN GIVEN DIRECT INDIVIDUAL NOTICE. HE FELT <br />THE BOARD COULD ESTABLISH A POLICY OF ALLOWING THEM PREFERENCE FOR THE <br />NEXT 60 DAYS. AFTER THE 60 DAYS ARE UP, THEIR UNUSED ALLOCATIONS WOULD <br />FALL BACK INTO THE POOL TO COME TO THE UNIMPROVED PROPERTIES. <br />COMMISSIONER SIEBERT ASKED IF 60 DAYS IS ENOUGH TO DETERMINE <br />COSTS, AND PAIR. BEINDORF FELT THAT IT IS. <br />ATTORNEY COLLINS CONTINUED THAT CONCURRENTLY, BECAUSE'THERE IS <br />SUFFICIENT ALLOCATION NOW, HE FELT THE BOARD COULD BEGIN TO ACCEPT <br />, APPLICATIONS FOR UNIMPROVED PROPERTIES. PRIOR TO ALLOCATIONS BEING MADE, <br />HE SUGGESTED A RESOLUTION BE ADOPTED SETTING OUT THE FOLLOWING REQUIRE- <br />MENTS: <br />1) SITE PLAN APPROVAL <br />2) FULLY APPROVED CONSTRUCTION DRAWINGS <br />3) NECESSARY GOVERNMENTAL APPROVALS, AND <br />4) SHOWING OF A WATER SOURCE. <br />UPON THOSE FOUR THINGS BEING SUPPLIED, THE ADMINISTRATOR SHOULD BE <br />AUTHORIZED TO ISSUE AN ALLOCATION SUITABLE TO THE NEEDS OF THE PROJECT <br />ON A FIRST COME, FIRST SERVED BASIS, TO REMAIN OPEN FOR WHATEVER PERIOD <br />OF TIME IS DECIDED UPON FOR UTILIZATION, POSSIBLY A YEAR. <br />70 <br />MAY 91979 800K 40 PACT "%5 <br />
