L__ 1 <br />DISCUSSION FOLLOWED ON ALLOWING A YEAR AND A POSSIBLE EXTENSION <br />OF SIX MONTHS. <br />COMMISSIONER LOY ASKED ABOUT THE EVENTUALITY OF A PROJECT <br />CHANGING HANDS, AND AFTER SOME DISCUSSION, IT WAS FELT THAT IT DID NOT <br />MATTER WHO BUILT IT SO LONG AS THE SITE PLAN WAS NOT CHANGED, <br />ATTORNEY COLLINS STATED THAT THE CONCEPT IS THAT YOU WANT THE <br />ALLOCATION TO BE MADE TO A PROJECT THAT WILL USE THE ALLOCATION QUICKLY, <br />HE STATED THAT IF THE BOARD DESIRED, HE WOULD PUT IN THE RESOLUTION THAT . <br />THE ALLOCATION IS NOT ASSIGNABLE, AND A NEW PURCHASER WILL HAVE TO GET <br />APPROVAL OF THE COUNTY COMMISSION, <br />COMMISSIONER LYONS FELT IF THE SITE PLAN DID NOT HAVE TO BE <br />CHANGED, THIS WOULD BE AN ADDED STEP THAT ISN IT REALLY NECESSARY, <br />ATTORNEY COLLINS STATED THAT HE WILL TIE THIS INTO WHATEVER <br />IS REQUIRED ON THE SITE PLAN, AND THE GENERAL CONSENSUS WAS THAT IT <br />SHOULD ALL HINGE ON THE SITE PLAN STAYING THE SAME, <br />IT WAS AGREED THAT ATTORNEY COLLINS WILL PREPARE A RESOLUTION <br />ALONG THE LINES JUST DISCUSSED TO BE CONSIDERED AT THE NEXT MEETING, <br />FRANK LORC ASKED IN AN INSTANCE WHERE SOMEONE HAS A FIVE ACRE <br />TRACT OF LAND DIRECTLY ON THE SEWER AND WANTS TO GO AHEAD ON CONSTRUCTION <br />BUT CAN T AFFORD TO HIRE AN ENGINEER AND PROCEED, WHAT ASSURANCE DO THEY <br />HAVE THAT THEY WILL STILL BE ABLE TO TIE IN WHEN THIS IS PREDICATED ON <br />A FIRST COME, FIRST SERVED BASIS, HE NOTED THERE IS THE POSSIBILITY, <br />IF IT WERE NEAR THE END OF THE ALLOCATIONS, THAT THEY COULD MAKE THEIR <br />* PLANS AND THEN BE BEAT OUT BY SOMEONE, HE STATED THAT HE WOULD LIKE TO <br />KNOW WHEN HE GOES INTO DRAWING PLANS THAT HE IS GOING TO BE ABLE TO USE <br />THE SEWER AND FELT THEY SHOULD HAVE A REASONABLE TIME TO GET PLANS DRAWN. <br />CHAIRMAN WODTKE DID NOT KNOW HOW YOU COULD DEFINE A REASONABLE <br />TIME, AND STATED THAT THE BOARD IS NOT GOING TO MAKE AN ALLOCATION UNTIL <br />THEY ARE SURE IT IS GOING TO BE USED, <br />ED SCHMUCKER, ENGINEER, ASKED IF IT IS THE BOARD'S INTENT TO <br />GIVE THE EXISTING DEVELOPMENTS 60 DAYS TO DETERMINE WHETHER THEY WANT <br />TO HOOK ON AND THEN OTHER UNDEVELOPED AREAS MEETING THE SPECIFIED REQUIRE- <br />MENTS WILL BE ALLOWED TO TIE ON, AND CHAIRMAN WODTKE STATED THAT WE ARE <br />SETTING A 60 DAY RESTRICTION ON THOSE WHO HAVE INDICATED IN OUR SURVEY <br />THAT THEY WANT TO TIE ON, <br />71 <br />1q. <br />MAY 91979 TOOK Q PAGE 2"7u <br />I <br />
