ATTORNEY COLLINS NOTED THAT ANY EXISTING STRUCTURE CAN HOOK <br />ON AT ANY TIME BECAUSE THEY ARE READY TO GO AT A MOMENT S NOTICE. <br />ENGINEER SCHMUCKER ASKED IF THOSE WHO PREVIOUSLY APPLIED TO <br />THE ADMINISTRATOR AND WERE INCLUDED IN HIS LIST GET ANY'PRIORITY OR <br />JUST MUST CONFORM TO THE CRITERIA ESTABLISHED. <br />ATTORNEY COLLINS STATED THAT THEY WILL HAVE TO MEET THE FOUR <br />CRITERIA. <br />FRANK ZORC NOTED THAT IT COULD HAPPEN THAT SOMEONE WHO HAS <br />NEVER MADE A REQUEST COULD COME IN, GET HIS NECESSARY APPROVALS FOR 100 <br />ACRES AND USE UP THE ENTIRE ALLOCATION, WHICH HE FELT IS UNFAIR. <br />IT WAS AGREED THAT THIS WAS WITHIN THE REALM OF POSSIBILITY, <br />BUT VERY UNLIKELY SINCE A DEVELOPMENT OF THIS SIZE WOULD HAVE TO BE DONE <br />IN PHASES. IT WAS ALSO POINTED OUT THAT THERE IS NO EASY SOLUTION, AND <br />THERE WILL UNDOUBTEDLY BE SOME UNKNOWNS AND SOME INEQUITIES NO MATTER <br />WHAT IS PROPOSED. <br />COMMISSIONER LYONS REPORTED THAT HE AND ATTORNEY COLLINS, AS <br />PREVIOUSLY INSTRUCTED BY THE BOARD, HAVE MET WITH CITY OF VERO BEACH <br />REPRESENTATIVES RELATIVE TO THE ItSQUARING-OFF" AGREEMENT, HE STATED <br />THAT THEY ASKED ENGINEER BEINDORF TO LOOK AT THE TERRITORY INVOLVED IN <br />THE AGREEMENT AND SEE IF WE HAD ANY HIDDEN LIABILITIES. <br />ENGINEER BEINDORF INFORMED THE BOARD THAT HE HAS CHECKED THE <br />MAPS AND, AS FAR AS HE CAN SEE, THERE WOULD BE NOTHING WRONG WITH THE <br />AREAS THE CITY HAS INDICATED. THERE IS APPARENTLY A POSSIBILITY OF <br />HAVING TO REVAMP WITH LIFT STATIONS IF WE TOOK OVER WITH SEWAGE IN A <br />CERTAIN AREA, BUT THIS WOULD NOT BE ANYTHING WE HAD NOT CONTEMPLATED <br />PREVIOUSLY. IN SOME AREAS THERE WOULD HAVE TO BE SOME DEAD END LINES <br />CONNECTED AND THIS WOULD HAVE TO BE NEGOTIATED. HE FELT THERE WERE NO <br />MAJOR PROBLEMS AND THAT IT WENT ALONG WITH WHAT HAS BEEN DISCUSSED <br />BEFORE. <br />ATTORNEY COLLINS STATED THAT HIS PROBLEM IS NOT WITH THE <br />AGREEMENT, WHICH HE FEELS SOLVES A NUMBER. OF PROBLEMS, BUT WITH THE <br />BUY-BACK FORMULA WHICH WAS AGREED TO IN THE ORIGINAL ANNEX 1 WHERE LINES <br />THAT WERE DONATED TO THE CITY WERE PUT ON THE BOOKS AT MARKET COST, AND <br />IF WE HAD TO BUY THEM BACK, WE WOULD HAVE TO PAY THE CITY FOR SOMETHING <br />72 <br />MAY 91979 soox ® PACE 277 <br />
