Jennings <br />County Administrator <br />Indian River County <br />Vero Beach, Florida <br />Dear Mr. Jennings: <br />We are writing to submit a proposal to develop a County Per- <br />formance Evaluation system, up -date and survey personnel rules, <br />regulations and employee benefits and -develop an employee <br />personnel manual. <br />Since we have completed work recently for Indian River County <br />we are in a position to perform this study without expensive <br />orientation time that is usually needed. <br />Because of our experience"in designing similar plans for Florida <br />governments and our knowledge of your local and regional labor <br />market, we feel quite qualified to perform this project. We <br />are known as a company which provides a personalized consulting <br />service and will design a plan around the needs of the County. <br />Sincerely, <br />N. E. Pelle-- o <br />PROPOSAL <br />Cody & Associates, Inc. proposes to provide consultant service <br />to Indian River County which would include: <br />I. OBJECTIVES AND GOALS <br />A. Personnel Rules and Regulations <br />The Rules provide for establishing orderly procedures and <br />guidelines in administering the entire personnel system <br />in some of the following areas: <br />1. Just and equitable incentives (benefits) and conditions <br />of employment to promote efficiency and economy in the <br />operation of the County's growth. <br />2. Recruiting, selecting, and advancing employees. <br />3. Protection of employees against coercion for partisan <br />political purposes. <br />4. Training employees as needed, to assure high quality <br />performance, encourage careers with the County. <br />
