DEC 51979 Bom 42 FAGS 228 <br />PLANT WHICH WOULD BE MORE ECONOMICALLY FEASIBLE THAN PROPERTIES <br />CLOSER IN. HE ALSO HAD PICTURES TO SHOW THAT URBAN DEVELOPMENT <br />IS APPROACHING THIS AREA. <br />THE CHAIRMAN ASKED IF ANYONE PRESENT WISHED TO BE HEARD. <br />,JIM MORAN, WHO LIVES JUST TO THE WEST OF THE PROPOSED SUB- <br />DIVISION, STATED THAT HE BOUGHT FIVE ACRES WITH THE IDEA THAT IT WOULD <br />ALWAYS BE FIVE ACRES IN AGRICULTURAL ZONING AND HOPING THAT SOMEDAY <br />DOWN THE LINE IF IT ISN IT AGRICULTURAL AT LEAST ALL THE HOMES WOULD <br />BE ON FIVE ACRES. MR. MORAN STATED THAT HE DOES NOT WANT A SUBDIVISION <br />IN HIS NEIGHBORHOOD. <br />ALLEN CONNELL APPEARED REPRESENTING INDIAN RIVER SOIL AND <br />WATER CONSERVATION DISTRICT AND DISCUSSED THE "SO-CALLED" NEED TO <br />REBED THE GROVE. HE NOTED THAT EVERY CITRUS GROVE IN THIS COUNTY <br />NEEDS INTENSIVE MANAGEMENT, AND HE COULD NOT SEE THE JUSTIFICATION <br />FOR REZONING JUST BECAUSE OF SOMEONE IS ECONOMIC LOSS. MR. CONNELL <br />CONTINUED THAT THE AREA DEFINITELY IS IN CITRUS. THE GROVES HAVE <br />DETERIORATED -BECAUSE OF THE FREEZE, BUT THAT DOES NOT MEAN THAT THEY <br />CANNOT BE PUT BACK IN A PRODUCING STATE. HE THEN DISCUSSED THE URBAN <br />SPRAWL IN RELATION'TO AGRICULTURE AND ASKED WHERE IT IS GOING TO END. <br />MR. CONNELL STATED THAT THERE ISN'T MUCH AREA LEFT IN THE' ST. JOHNS <br />WATER CONTROL DISTRICT FOR CITRUS;A LOT OF IT IS WETLANDS, AND HE <br />FELT THEY ARE BEING PROTECTED, NOT DRAINED AND PUT INTO CITRUS. MR. <br />CONNELL FELT WE NEED TO COME UP WITH SOME KIND OF SOLUTION WHERE WE <br />CAN PROTECT THE AGRICULTURAL LAND AND NOT CONTINUE THE URBAN SPRAWL <br />TO THE WEST. <br />THE CHAIRMAN ASKED IF ANYONE FURTHER WISHED TO SPEAK, AND <br />THERE WERE NONE. <br />ON MOTION BY COMMISSIONER LYONS, SECONDED BY COMMISSIONER <br />LOY, THE BOARD UNANIMOUSLY CLOSED THE PUBLIC HEARING. <br />MOTION WAS MADE BY COMMISSIONER LYONS, SECONDED BY COMMIS- <br />SIONER LOY, THAT THE REQUEST OF THE CHILDERS AND THE KINGS FOR REZONING <br />FROM AGRICULTURAL TO R—IE COUNTRY ESTATES BE DENIED ON THE GROUNDS <br />THAT THIS IS AN AGRICULTURAL AREA AND THIS IS NOT A TIMELY CHANGE. <br />
