PUBLIC DISCUSSION – EUGENE PERNA – REQUEST TO <br />SPEAK REGARDING DRAINAGE AND FLOODING ON <br />FLORA LANE <br />Eugene Perna <br />, 1900 Flora Lane, came to the Board to continue his public <br />th <br />discussion from the June 14Board meeting where he declared drainage and flooding problems in <br />his neighborhood since the construction of a new house. He asked what precautionary measures <br />could be enforced to prevent this type of situation from occurring in the future. Staff has <br />encouraged the residents on Flora Lane to make improvements by putting in an underground <br />system and pave the road. However, the lower lots built in the fifties, such as Mr. Perna’s home, <br />may still be flooded. <br />Discussion ensued. The Board learned that after the County had reviewed the <br />drainage system, the Health Department had recommended the owner raise the house to meet the <br />septic tank requirement. A citation had been issued two years ago to the owner for the impediment <br />of the drainage system on private property, but no action had been taken. <br />Chairman Lowther felt the problems are multiple and if the homes are not in <br />compliance with code then they should be razed. <br />Commissioner Neuberger agreed and in the future he wanted staff to guard more <br />closely for possible drainage problems. He also wanted assurance that the owner who was cited is <br />abiding by the ordinance. <br />Chairman Lowther asked Attorney Collins to determine why the problem still <br />exists if the homeowner was cited two years ago, and he asked Mr. Perna to confer with County <br />Administrator Joe Baird to come up with a solution. <br /> <br />July 12, 2005 22 <br /> <br />
