r 1 <br />MAR �. 919 0 Box 43 PACE 14. <br />ATTORNEY COLLINS ARRIVED AT THE MEETING AT 9:00 O'CLOCK A.M. <br />ASSISTANT ADMINISTRATOR NELSON":APPROACHED THE BOARD REGARDING <br />THE DRAINAGE STUDY CONSULTING AGREEMENT, AS EXPLAINED IN THE FOLLOWING <br />MEMORANDUM DATED MARCH 13, 1980: <br />March 13, 1980 <br />MEMORANDUM <br />TO: Board of County Commissioners <br />FROM: Technical Advisory Committee, Drainage <br />SUBJECT: Drainage Study Consulting Agreement <br />The Joint Technical Advisory Committee on Drainage finished <br />negotiations with Reynolds, Smith and Hills on March 10, 1980. <br />The Committee accepted the proposed agreement as revised and <br />recommends that: <br />1. The Board of County Commissioners approve the <br />Joint Master Consulting Agreement with Reynolds, <br />Smith and Hills to provide consulting services <br />relating to storm drainage. The Committee feels <br />that the best possible fee structure has been <br />obtained from Reynolds, Smith and Hills with this <br />Contract. Enclosure 1 <br />2. The Board of County Commissioners approve Supple- <br />mental Agreement Number 1 to the "Joint Master <br />Consulting Agreement" and approve the study area. <br />Enclosure 2 <br />3. The Board of County Commissioners approve Supple- <br />mental Agreement Number 2 to the "Joint Master <br />Consulting Agreement". This would authorize the <br />consultants to prepare the aerial photographs <br />required-for-.the.drainage study. The Committee <br />fe6 s•t-hat it is very important to begin this <br />work as soon as possible since this is the time <br />of year--most-favorable for this type of work. <br />Enclosure 3 <br />4. The Board of County Commissioners approve the <br />method of pro -rating the cost of the study between <br />the City and the County. The method would be <br />based upon the percentage of the total study <br />area that is within the City or County. The <br />percentages would be calculated using square <br />miles to the nearest 0.10 square mile. The <br />Committee discussed the possible influences in <br />completing the study - and there are many <br />considerations - but felt that all other methods <br />would be difficult to account for, costly and <br />cumbersome. We have calculated that on an area <br />basis, the cost would be pro -rated at approxi- <br />mately 30% to the City and 70% to the County. <br />14 <br />
