would not be disturbed by this proposed building. If a recreation field goes in that location as <br />planned, it is expected that some oaks would need to be removed, however, staff has talked with <br />the applicant about the possibility of moving that recreation field to the west or to the south so that <br />no trees will be impacted. He noted that all the specific land use criteria for the proposed <br />secondary schools are satisfied by the proposed site plan. Staff and code enforcement are currently <br />addressing some existing deficiencies with the maintenance of the current buffer (Type āCā). He <br />reviewed and explained the conditions concerning buffers, appearance of the building, and a <br />th <br />sidewalk on 10 Street. Both staff and the Planning and Zoning Commission recommend <br />approval with conditions as set out in the memorandum. (See page 258 of the backup.) <br /> <br />The Chairman opened the public hearing and asked if anyone wished to be heard <br />regarding this matter. There were none and the Chairman closed the public hearing. <br /> <br />ON MOTION by Commissioner Macht, SECONDED by <br />Commissioner Lowther, the Board unanimously (4-0 <br />Commissioner Ginn absent) found that 1) they are <br />empowered under the provisions of Chapter 971 to review <br />the special exception applied for; 2) in conjunction with the <br />recommended conditions, the granting of the special <br />exception will not adversely affect the public interest; 3) in <br />conjunction with the recommended conditions, the <br />application satisfies the general and specific criteria <br />required for special exception approval; and 4) the <br />conditions stated below are adequate to ensure <br />compatibility between the special exception use and <br />surrounding land uses. The Board also granted special <br />exception approval for the proposed school addition with <br />the following conditions: 1) the buffer/preserve along the <br />August 10, 2004 <br />16 <br /> <br />
