Rever, Director <br />Planning and Zoning Department �. <br />SUBJECT: Development of County Comprehensive Plan <br />I think you will agree that as a result of our meeting earlier this <br />afternoon with Richard Bird, Joe Collins, Jack Jennings and ourselves, <br />some very positive understanding and direction was gained with regard to <br />the content and scope of the Comprehensive Plan as well as the implemen- <br />tation instruments to be utilized. I personally feel that it was one of <br />the most constructive meetings to date concerning the subject. <br />In keeping with the spirit of this meeting, `a -synopsis of the material <br />covered is presented here for the benefit and approval of the County <br />Commissioners and members of the Planning and Zoning Commission. <br />First,'it was agreed that in order to produce the Plan and associated <br />documents of implementation within the time frame proposed that two forms <br />of help would be desirable. <br />1) That another staff person be sought as a permanent addition <br />to the Planning staff, adding more capability to work on the <br />Plan documents while maintaining the present ability to handle <br />ongoing departmental responsibilities. <br />2) That a capable consultant be hired to assist the department in <br />producing the planning elements and primarily in revising and <br />reviewing all documents for implementation so as to be consis- <br />tent with the Plan elements. This is most necessary in order <br />to meet the proposed deadline for adoption of the entire package. <br />Secondly, the Comprehensive Plan for the County would address the various <br />functions in terms of density land use management in order to establish a <br />better long term management perspective for County development. This <br />would be accomplished through the use of existing documents which would be <br />modified or revised as needed to best meet policies of the planning document. <br />This would include a Future Land Use Map to be contained in the appropriate <br />section of the County Plan, as well as ordinancesfor Zoning, Site Plans, <br />Subdivisions, Mining and others presently used by the County to manage and <br />enhance the quality of land use. Primary among the modifications and addi- <br />tions to the ordinances would be one which would allow and manage development <br />through the concept known as Planned Unit Development (P.U.D.). <br />Under a P.U.D. concept, a proposal would be required to meet specific standards; <br />while being allowed some degree of flexibility in development design and <br />housing types employed. The following is a partial list of considerationswhich <br />should be considered for incorporation into this portion of the Zoning Ordinance. <br />1) Should be handled as a zone change making conditions agreed to <br />applicable to all future owners and major modification subject to <br />entire process of review and approval. <br />2) There should be a minimum acreage of contiguous land required, in <br />order to be considered for P.U.D. <br />3) The uses proposed would maintain the integrity of the zone in which <br />P.U.D. was granted. Thus the majority of the development in the <br />P.U.D. would be of a type or types allowed in the existing zone. <br />
