JUN 2 51980 <br />_I <br />6box 43 PAGE 911 <br />COMMISSIONER WODTKE AGREED WITH COMMISSIONER LYONS 100%, <br />BUT COMMENTED THAT HE UNDERSTOOD MR. KONTOULAS TO SAY THAT THEY CANNOT <br />USE THE REFLECTIVE MATERIAL BECAUSE IT WILL NOT ADHERE. HE ASKED IF <br />COMMISSIONER LYONS IS ASKING IF THERE ARE OTHER ALTERNATIVES. <br />MR. KONTOULAS STATED THAT THEY DID DISCUSS A TAR AND GRAVEL <br />ROOF, WHICH IS WHAT IS THERE NOW, BUT BECAUSE OF THE CONDITION OF <br />THE DECKING ITSELF, HUGE SQUARES WOULD HAVE TO BE CUT OUT, <br />COMMISSIONER LYONS NOTED THAT WHEN YOU PUT A ROOF ON, IT <br />IS PRETTY PERMANENT, AND HE JUST WISHES TO KNOW IF THERE ARE ANY <br />ALTERNATIVES. <br />VICE CHAIRMAN Loy COMMENTED THAT WE HAVE BEEN DEPENDING <br />ON THE ARCHITECTS IN THE PAST, AND MAYBE IT HASN'T TURNED OUT SO <br />WELL, BUT WE ARE REALLY GOING TO HOLD THINGS UP IF WE ASK THEM TO <br />BRING US EVERYTHING THAT IS CONSIDERED. <br />MR. KONTOULAS STATED THAT HE CAN HAVE MR. KIRSCH OF CONNELL, <br />METCALF & EDDY WRITE A LETTER STATING WHY THIS MATERIAL WAS CHOSEN. <br />COMMISSIONER WODTKE NOTED THAT HE WOULD LIKE TO HAVE <br />COMMISSIONER LYONS' QUESTION ANSWERED, BUT HE ALSO WOULD LIKE TO <br />HAVE THE OPTION TO GO AHEAD. <br />COMMISSIONER LYONS COMMENTED THAT HE WILL PUT IT ON THE <br />ARCHITECT'S SHOULDERS THAT THIS IS A VIABLE ALTERNATIVE AS FAR AS <br />ENERGY IS CONCERNED AND ON THAT BASIS WILL APPROVE THE CHANGE ORDER. <br />MR. KONTOULAS POINTED OUT THAT WE HAVE TO MEET A U FACTOR <br />OF .05, AND BOTH ROOF MATERIALS MEET THAT FACTOR. <br />ON MOTION BY COMMISSIONER WODTKE, SECONDED BY COMMISSIONER <br />LYONS, THE BOARD UNANIMOUSLY APPROVED CHANGE ORDER #1 WITH THE UNDER- <br />STANDING THAT THIS CHANGE ORDER WILL BE QUALIFIED BY THE ARCHITECT <br />AS BEING A VIABLE ENERGY ALTERNATIVE TO THE ORIGINAL SPECIFICATIONS: <br />APPROVED CHANGE ORDER #2 IN THE AMOUNT OF $2,228: AND AGREED NOT TO <br />APPROVE CHANGE ORDER #3. <br />MR. KONTOULAS INFORMED THE BOARD THAT HE DOES HAVE A CHANGE <br />ORDER PROPOSAL IN REGARD TO EXTENSION OF TIME FOR THE ANNEX. HE <br />STATED THAT HE HAS TRIED TO SOUND OUT REINHOLD CONSTRUCTION ON THIS, <br />BUT THEY WERE VERY NON -COMMUNICATIVE ABOUT THE WAY THEY WANT TOGO, <br />AND HE CAN ONLY ASK THE ARCHITECT TO PRESS THEM FOR AN ANSWER. <br />
