FUTURE LAND USE ELEMENT - CHAPTER 2 <br />(Clerk's Note: This item was heard commencing at 10:56 a.m., following Potable Water <br />Sub -Element — Chapter3B, and is placed here for continuity). <br />Director Keating reviewed the main points of the following new policy in Objective 5, <br />allowing mixed-use development of residential and commercial areas. <br />OBJECTIVE 5 Diversity of Development <br />Indian River County will have a diverse mix of land uses, development patterns, housing <br />densities, and housing types. By 2030, 25% of the County's housing units will be in <br />multiple -family, mixed use, or traditional neighborhood design projects. <br />POLICY 5.4: To prevent the emergence of strip development along US Highway 1, the <br />County shall allow residential uses within commercial areas through mixed-use <br />development. Such accessory residential uses shall be allowed by right in commercial <br />zoning districts. <br />Discussion ensued as staff addressed the Board's questions and comments on Policy 5.4. <br />Chairman O'Bryan sought and received confirmation from P&Z Chairman Smith that the <br />committee had no problems with this policy. <br />The Chairman opened the floor to public discussion. <br />Staff addressed questions posed by Joseph Paladin, Black Swan Consulting, regarding <br />whether the policy would apply to existing subdivisions. <br />George Beuttell, 5000 le Street addressed the Board regarding his three acres of <br />property, located on the corner of SR60 and 74th Avenue, which he wishes to develop <br />commercially. <br />3 <br />April 19, 2010 <br />
