IT WAS <br />VOTED ON AND CARRIED UNANIMOUSLY, AND THE REQUEST OF THE WEST SIDE <br />RACQUET CLUB WAS DENIED. <br />COMMISSIONER SCURLOCK COMMENTED THAT THEY ARE TALKING ABOUT <br />PUTTING MONEY IN ESCROW, BUT THERE IS NO AMOUNT SET OUT. <br />ADMINISTRATOR NELSON EXPLAINED THAT THIS IS A PRELIMINARY <br />PLAT AND THE MONEY IS NOT PUT IN ESCROW UNTIL WE GET TO THE FINAL <br />PLAT. HE CONTINUED THAT THE PLANNING DEPARTMENT IS REQUESTING AN <br />ADDITIONAL 10' NON -ACCESS EASEMENT TO THE WEST OF KINGS HIGHWAY IN <br />CASE WE WANT TO FOUR LANE SOMETIME. THERE IS A PROBLEM BECAUSE ON <br />THE WEST,FP&L HAS ONE OF THEIR MAJOR TRANSMISSION LINE POLES, AND <br />THESE ARE VERY EXPENSIVE TO MOVE. <br />PLANNING DIRECTOR REVER COMMENTED THAT ACTUALLY THE NON - <br />ACCESS EASEMENT WAS MAINLY MEANT TO KEEP FROM HAVING DRIVEWAYS <br />ALONG A MAJOR ROAD, <br />MR. FOWLER OF MUSICK-FOWLER SURVEYING STATED THAT THEY <br />HAVE A 10' NON -ACCESS EASEMENT THERE, AND THEY ALSO GAVE UP 10' OF <br />RIGHT-OF-WAY WHERE THE POLES ARE NOW. <br />COMMISSIONER WODTKE INQUIRED ABOUT THE SIZE OF THE LOTS, <br />AND WAS INFORMED THAT THEY ARE ALL 1/2 ACRE OR BETTER WITH SEPTIC <br />TANKS AND WELLS. <br />MOTION WAS MADE BY COMMISSIONER SCURLOCK, SECONDED BY <br />COMMISSIONER WODTKE, TO GRANT TENTATIVE APPROVAL TO THE PRELIMINARY <br />PLAT OF KINGSLAKE SUBDIVISION. <br />COMMISSIONER FLETCHER INQUIRED WHAT EFFECT THIS TENTATIVE <br />APPROVAL HAS, AND ATTORNEY COLLINS EXPLAINED'THAT IT HAS THE EFFECT <br />OF LETTING THE DEVELOPER FINISH THE PROJECT AND PUT IN ALL THE IM- <br />PROVEMENTS HE REPORTS ON HIS PRELIMINARY PLAT. HE BELIEVED THE <br />BOARD IS BOUND TO GIVE FINAL APPROVAL IF THE DEVELOPER DOES ALL THE <br />THINGS SET OUT ON THE PLAT. <br />
