DEC 171980 <br />moy 45 PACE 476 <br />ATTORNEY COLLINS NOTED THERE ARE SEPARATE ISSUES - FIRST, <br />WHETHER THE PLAT MEETS PLANNING REQUIREMENTS AND THEN LATER WHAT CAN <br />BE CONSTRUCTED ON THE LAND AND WHAT MEETS THE ZONING REQUIREMENTS. <br />CHAIRMAN LYONS FELT THE ISSUE IS WHETHER WE WANT TO RULE <br />ON THIS TODAY OR LET THE COLONIAL TERRACE RESIDENTS BE HEARD. <br />MR. ZORC AGAIN POINTED OUT THAT WHATEVER IS PERMITTED TO <br />BE BUILT IS WHAT THEY WILL HAVE TO BUILD. HE EMPHASIZED THAT THEY <br />HAVE COMPLIED WITH ALL REGULATIONS SO FAR. <br />THE BOARD CONTINUED TO DISCUSS THE IMPACT OF THIS SUBDIVISION <br />ON COLONIAL TERRACE SUBDIVISION, AND COMMISSIONER BIRD STATED THAT <br />HE WOULD LIKE TO HEAR FROM THE RESIDENTS OF COLONIAL TERRACE BEFORE <br />TAKING ACTION. COMMISSIONER FLETCHER CONCURRED, NOTING THAT THIS IS <br />THE FIRST CHANCE HE HAS HAD TO LOOK AT THIS, AND HE DID NOT FEEL IT <br />IS REASONABLE TO REACT SO QUICKLY. <br />MR. ZORC REQUESTED THAT MR. FLETCHER CONSIDER THAT THEY <br />HAVE BEEN WORKING ON THIS FOR MANY MONTHS AND HAVE BEEN THROUGH EVERY <br />APPROPRIATE DEPARTMENT AND THE TECHNICAL REVIEW COMMITTEE, AND ALL <br />HAVE MADE POSITIVE RECOMMENDATIONS FOR APPROVAL. IN ADDITION, MR. ZORC <br />POINTED OUT THAT THIS HAS BEEN DISCUSSED PREVIOUSLY WITH THE RESIDENTS <br />OF COLONIAL TERRACE. THE WHOLE PROBLEM CENTERED ON THE ROADS BRINGING <br />TRAFFIC INTO COLONIAL TERRACE, AND THAT IS WHY THEY CONSULTED WITH <br />THE PLANNING DEPARTMENT AND HAVE LAID THE PLAT OUT AS IT IS NOW <br />PRESENTED. <br />CHAIRMAN LYONS EMPHASIZED THAT HERE IS A DEVELOPER WHO HAS <br />MET ALL OUR REQUIREMENTS; HE IS BRINGING BEFORE US A PRELIMINARY PLAT; <br />HE IS NOT.ASKING FOR ANY CHANGE IN ZONING; HE HAS TRIED TO AVOID <br />CREATING A PROBLEM WITH THE NEIGHBORING SUBDIVISION; AND THE CHAIRMAN <br />COULD NOT SEE WHY WE SHOULD DO ANYTHING BUT APPROVE THE PRELIMINARY <br />PLAT AS PRESENTED. COMMISSIONER SCURLOCK AGREED. <br />COMMISSIONER BIRD STATED THAT HIS PROBLEM IS THAT THE <br />DEVELOPER IS PUTTING IN S UNITS PER ACRE WITH ONLY A 15' BUFFER <br />BETWEEN THIS SUBDIVISION AND SOME OF THE FINEST HOMES IN VERO BEACH, <br />
