Capital Budget - A plan of proposed capital outlay appropriations <br />and means of financing them. <br />Capital Improvement - Any physical asset constructed or purchased <br />to provide, improve or replace a public facility and which is large <br />scale and high in cost. The cost of a capital improvement is <br />generally nonrecurring and may require multi-year financing. <br />Capital Improvements Element (CIE) - That portion of the Indian <br />River County Comprehensive Plan which meets the requirements in <br />Chapter 163, F.S. Rule 9J-5. This is the plan element which guides <br />the provision of the needed capital improvements identified in the <br />other plan elements. <br />Capital Improvement Program (CIP) - A multi-year schedule of <br />capital improvements which not only reflects those improvements <br />identified in the comprehensive plan but also those other capital <br />improvements which are desired by the county. <br />Carwash - A building or area that provides facilities for washing <br />and cleaning motor vehicles, which may use production line methods <br />with a conveyor, blower, or other mechanical devices, and which may <br />employ some hand labor. <br />Cemetery - Land used or intended to be used for the burial of the <br />dead and dedicated for cemetery purposes, including columbariums, <br />crematories, mausoleums, and mortuaries when operated in <br />conjunction with and within the boundaries of such cemetery. <br />Centralized Stormwater Management Plan - See Stormwater Management <br />Plan, Centralized. <br />Certificate of Completion - That certificate issued for subdivision <br />projects by the community development department after final <br />inspection of a subdivision or land development activity <br />acknowledging that improvements have been completed in conformity <br />with the requirements of county land development regulations and <br />with the approved land development plans and specifications. <br />Certificate of Concurrency Determination - A Certificate of <br />Concurrency compliance. The certificate will be issued only after <br />review and approval of a concurrency determination application. <br />Certificate of Ownership - An opinion of title prepared by an <br />attorney at law licensed in Florida or a certification by an <br />abstractor or a title company showing that apparent record title <br />to the land described and shown on the plat is in the name of the <br />person(s) or business entity executing the dedication, if any, as <br />it is shown on the plat, if a plat does not contain a dedication, <br />that the developer has apparent record title to the land. The <br />title opinion or certification shall also show all mortgages or <br />other encumbrances of record not satisfied or released and shall <br />be in the form set forth in Chapter 913, Subdivisions and Platting. <br />Chairman - The chairman of the Board of County Commissioners. <br />18 <br />
