(C) Opinion of Staff. A letter will be sent to the <br />applicant within five (5) working days of the formal <br />pre -application conference which states the following: <br />"Written acknowledgement of the formal pre - <br />application conference and any opinions set forth <br />by staff shall not be construed as approval of the <br />project by the county commission or any county <br />division or as a waiver of any of the requirements <br />of this ordinance that were not set forth at the <br />conference, but shall only be considered an <br />expression of each division's concerns with the <br />general design concepts set forth in the <br />preliminary sketches of the proposed development." <br />A copy of all departmental comments will be attached to <br />the letter. <br />(4) Preliminary Plat Application and Review. Approval of the <br />preliminary plat by the planning and zoning commission is a <br />prerequisite to the application for a land development <br />permit. <br />(A) Submission of Application. <br />1. Upon completion of the formal pre -application <br />conference, the applicant may apply for formal plat <br />review by furnishing to the community development <br />director: <br />a. A complete application form, as provided by <br />the community development department; <br />b. The appropriate filing fee established by the <br />board of county commissioners; <br />c. Seven (7) copies of the plat drawings; <br />d. Two (2) sealed surveys; <br />e. Two (2) aerials of the site with overlay of <br />project showing the surrounding 200' of <br />adjacent properties; <br />f. Three (3) copies of the owner's deed; <br />g• <br />If an agent is used, a letter from the <br />property owner authorizing the agent to <br />function on his behalf, plus one copy of the <br />letter; <br />h. Two (2) copies of a tree and vegetation survey <br />showing the boundaries and acreage of <br />environmentally sensitive areas (see Chapter <br />282 <br />
