Educational Institutions - State tax -supported or parochial, church <br />and nonprofit private schools, colleges or universities conducting <br />regular classes and courses of study required for accreditation by <br />or membership in the Southern Association of Colleges and Secondary <br />Schools, Department of Education or the Florida Council of <br />Independent Schools. <br />Effluent - The liquid by-product of the wastewater treatment <br />process. <br />Elevation - Height in feet expressed in relation to mean sea level <br />and referenced to the National Geodetic Vertical Datum (NGVD). <br />Emergency Service Providers - Basic and advanced life support <br />services operators holding a valid certificate of public <br />convenience and necessity issued by Indian River County, Florida. <br />Emergency Shelter/Mission - A nonprofit, charitable, or religious <br />organization providing boarding and/or lodging and ancillary <br />services on its premises to primarily indigent, needy, homeless, <br />or transient persons. <br />Encroachment - Any protrusion of a structure, vehicle .or other <br />object into a designated area, subject to the allowances and <br />restrictions of county regulations. <br />Enforceable Development Agreement - Any agreement entered into by <br />a local government with any person having a legal or equitable <br />interest in real property located within its jurisdiction as <br />provided for by Sections 163.3220-163.3243, Florida Statutes. <br />Engineer - A person registered and currently licensed to practice <br />civil engineering in the State of Florida. <br />Environmental Planner - A designated individual, reporting to the <br />Community Development Director employed by Indian River County who <br />is responsible for the administration of the provisions of the <br />environmental protection, coastal management, landscape, tree <br />protection and related chapters of this code and prosecution of any <br />violations thereof. An environmental planner shall hold a <br />bachelor's degree from an accredited university or college in <br />either landscape, architecture, horticulture, forestry, or botany, <br />and have at least three (3) years of significant work-related <br />experience in a land development or construction industry, or <br />environmental regulation setting with direct interface with the <br />land development or construction industry. Alternatively, an <br />environmental planner may have a master's degree in urban planning <br />or related field from an accredited college or university with at <br />least three (3) years, significant work-related experience in the <br />landscaping, horticulture, forestry, or environmental protection <br />setting, provided such experience involved direct contact or <br />interface with the land development or construction industries. <br />Equivalent Residential Unit (ERU) - 1) Each single-family residence <br />narvad by tha [minty thranah a sinala water motor andlnr sinalp <br />
