Fiscal Year - A twelve month period of time to which the annual <br />operating budget applies and at the end of which a government <br />determines its financial position and the results of its operation. <br />Flag - A piece of fabric with a coloror <br />or anizatiretern that presents <br />some country, state, county, city, party, organization. <br />g <br />Flea Market - Flea Market, swap shop or similar activity, by <br />whatever name, or those uses which involve the setting up of two <br />or more booths, tables, platforms, racks or similar display areas <br />for the purpose of selling or buying merchandise, goods, materials, <br />products or other items offered for sale outside an enclosed <br />building. A "Flea Market" as defined herein shall not be intended <br />to include a "garage sale", "bake sale", fruit or produce stands, <br />booths in an enclosed building or art festivals or any similar <br />activities. <br />Flood (Flooding) - A general and temporary condition of partial or <br />complete inundation of normally dry land areas from: <br />1) The overflow of inland or tidal waters; and <br />2) The unusual and rapid accumulation of runoff of surface <br />waters from any source. <br />Flood Insurance Rate Map (FIRM) - An official map of a community, <br />on which the federal emergency management agency (FEMA) has <br />delineated both the areas of special flood hazard and the risk <br />premium zones applicable to the community. <br />Flood Insurance Study - The official report provided by the federal <br />emergency management agency. The report contains flood profiles, <br />as well as the flood boundary-floodway map and the water surface <br />elevation of the base flood. <br />Flood, Regulatory - The one -hundred year flood, which is the flood <br />that has a one percent probability of being equalled or exceeded <br />in any given year, as indicated on the official county flood hazard <br />map, the flood insurance rate map (FIRM). <br />Flood, Ten (10) Year - That flood that has a ten (10) percent <br />probability of being equalled or exceeded in any given year. <br />Floodlight - Reflector type light fixture which is attached <br />directly to a building and which is unshielded. <br />Floodplain - An area inundated during a 100 -year flood event or <br />identified by the National Flood Insurance Program as an A zone or <br />V zone on Flood Insurance Rate Maps or Flood Hazard Boundary Maps. <br />Floodway - See Regulatory Floodway. <br />Floor - Any floor (including basement) usable for living purposes <br />which include working, sleeping, eating, cooking or recreation, or <br />a combination thereof. <br />36 <br />
