"manufactured home" also includes park trailers, travel trailers, <br />and other similar vehicles placed on a site for greater than one <br />hundred eighty (180) consecutive days. <br />Manufactured Home Park/Subdivision - A parcel (or contiguous <br />parcels) of land divided into two (2) or more manufactured home <br />lots for rent or sale. <br />Marina - A watercraft complex on and/or adjacent to a waterway used <br />primarily for recreation purposes, including the refueling of <br />watercraft and providing for minor repair services for such craft, <br />not involving removal of watercraft from the water or removal of <br />inboard or outboard engines from the watercraft. <br />Mass Transit - Passenger services provided by public, private, or <br />non-profit entities such as the following surface transit modes: <br />commuter rail, rail rapid transit, light rail transit, light <br />guideway transit, express bus, and local fixed route bus. <br />Massage Parlor - An establishment where, for any form of <br />consideration, massage, alcohol rub, fomentation, electric or <br />magnetic treatment, or similar treatment or manipulation of the <br />human body is administered, unless such treatment or manipulation <br />is administered by a medical practitioner, chiropractor, <br />acupuncturist, physical therapist, massage therapist, or similar <br />professional person licensed by the state. This definition does <br />not include an athletic club, health club, school, gymnasium, <br />reducing salon, spa, or similar establishment where massage or <br />similar manipulation of the human body is offered as an incidental <br />or accessory service. <br />Master Stormwater Management Plan/Master Plan - An engineering <br />plan, written report or engineering drawing outlining the primary <br />and secondary drainage and stormwater treatment facilities needed <br />for the proper development of a specific increment of the <br />unincorporated area of Indian River County. <br />Maximum Daily Demand (MMD) (Wastewater) - The highest demand <br />experienced for a one day period during the calendar year. It is <br />also measured at treatment plants and is expressed in terms of MGD. <br />Mean High Waterline - The intersection of the tidal plane or mean <br />high water with the shore. Mean high water is the average height <br />of high waters over a nineteen -year period. <br />Median - A value in an ordered set of values, below and above which <br />there are an equal number of values. <br />Median (Traffic) - The physical portion of a highway separating the <br />traveled ways for traffic in opposite directions. <br />Merging (Traffic) - The uniting of two (2) separate traffic streams <br />moving in the same general direction into a single traffic stream. <br />51 <br />
