This definition does not include modular or prefabricated <br />homes. <br />Mobile Home Park - A place set aside and offered by a person or <br />public body, for either direct or indirect remuneration of the <br />owner, lessor, or operator of such place, for the parking or <br />accommodation of mobile homes utilized for sleeping or eating. <br />Month - The word "month" shall mean a calendar month. <br />Motel - Any state licensed public lodging establishment which <br />offers for rent units with sleeping room accommodations which are <br />easily accessible to guests and which also have: 1) an exit to the <br />outside of each unit; 2) daily or weekly rates; 3) off-street <br />parking for each unit; 4) a central office on the property with <br />specified hours of operation; and, 5) a bath or connecting bath for <br />each rental unit. Also see Hotel. <br />Motor Vehicle - A vehicle which is self propelled in, upon or by <br />which any person or property is or may be transported. <br />Mulch - Nonliving organic and synthetic materials such as gravel, <br />rock, pebbles, bark, or pine needles used in landscape design to <br />retard erosion and retain moisture. <br />Multiple -Family Residence - A building or structure that is <br />designed for and capable of housing conveniently two (2) or more <br />individuals or families in separate quarters. <br />Multi -Slip Facilities - Any docking facilities containing three (3) <br />or more boatslips for the purpose of mooring or storing a <br />watercraft. <br />Municipality - Any or all incorporated municipalities within Indian <br />River County, Florida. <br />National Geodetic Vertical Datum (NGVD) - As corrected in 1929, <br />a vertical control used as a reference for establishing varying <br />elevations. <br />Natural Drainage Features - Naturally occurring features of an area <br />which accommodate the flow of stormwater, such as streams, rivers, <br />lakes, and wetlands. <br />New Development - Any new construction and remodeling of existing <br />structures when such remodeling includes alteration of exterior <br />lighting. <br />Nightclub - A bar, restaurant, coffee house, or similar <br />establishment where a dance floor or entertainment is provided. <br />Non -Commencement - The cancellation of construction activity <br />involving a material change in a structure, or the cancellation of <br />53 <br />
