Parking Accumulation Study - A special study which is accomplished <br />per the community development director and the traffic engineer to <br />support a request for technical deviation(s) pursuant to Chapter <br />954 of the land development regulations. <br />Parking, Off -Street - An area not within a building service way <br />or other structure where motor vehicles may be stored for the <br />purpose of temporary, daily or overnight parking. This definition <br />shall include a motor vehicle display lot, or display of boats, <br />trailers and mobile homes. <br />Parking Lot - An area not within a building where motor vehicles <br />may be stored for the purposes of temporary, daily, or overnight <br />off-street parking. <br />Party Wall - A common shared wall between two separate structures, <br />buildings, or dwelling units. <br />Passerby Trips - Trips that enter and exit a site that would have <br />been travelling on the street adjacent to the site regardless of <br />whether they enter or exit the site. <br />Peak Hour/Peak Direction/Peak Season Volume - The number of <br />vehicles that pass a point on a roadway segment during the highest <br />one hour of traffic during the peak season in the direction of <br />travel with the highest traffic volume. <br />Peak Hour Traffic - The number of vehicles passing over a <br />designated section of a street during the busiest one hour period <br />during a 24-hour period. <br />Percent New Trips Factor - A factor by which the trip rate is <br />multiplied in order to calculate only those new trips that are <br />added to the roadway by new development. This factor is calculated <br />by the formula [1 - (captured or passerby trips divided by the <br />total trips to the land use)]. <br />Percolation - The downward movement of water through a layer of <br />permeable layer of earth. <br />Performance Guarantee - A financial guarantee to ensure that all <br />improvements, facilities, or work required by these regulations <br />will be completed in compliance with the regulations, and the <br />approved plans and specifications of a development. <br />Permanent Control Point (PCP) - As defined in Chapter 177, Florida <br />Statutes, a permanent control point which shall be a secondary <br />horizontal control monument and shall be a metal marker with the <br />point of reference marked thereon or a four -inch -by -four -inch <br />concrete monument a minimum of twenty-four (24) inches long with <br />the point of reference marked thereon. Each "P.C.P." shall bear <br />the registration number of the surveyor filing the plat of record. <br />Permanent Reference Monument (PRM) - As defined in Chapter 177, <br />Florida Statutes, a metal rod a minimum of twenty-four (24) inches <br />57 <br />
