long or a one and one-half inch minimum diameter metal pipe a <br />minimum of twenty (20) inches long, either of which shall be <br />encased in a solid block of concrete or set in natural bedrock, a <br />minimum of six (6) inches in diameter, and extending a minimum of <br />eighteen (18) inches below the top of the monument, or a concrete <br />monument four -inches -by -four -inches, a minimum of twenty-four (24) <br />inches long, with the point of reference marked thereon, and <br />bearing the registration number of the surveyor certifying the plat <br />of record, and the letters "PRM" shall be placed in the top of the <br />monument. <br />Permitted Use - Any use allowed by right within a given zoning <br />district upon satisfaction of applicable land development <br />regulations. <br />Person - Any individual, firm, partnership, corporation, <br />landtrust,joint venture, syndicate or other group or combination <br />acting as a unit, association, corporation, estate, trust, business <br />trust, trustee, executer, administrator, receiver, or other <br />fiduciary and shall include the plural as well as the singular. <br />Pier - A structure extending in, on, or over waters of the state, <br />which is used by the public primarily for fishing, swimming or <br />viewing. A pier shall not include a dock, as defined herein. <br />Places of Worship - Churches, ecclesiastical or denominational <br />organizations, or established physical places for ,religious <br />activities in this state at which nonprofit religious services and <br />activities are regularly conducted and carried on, and shall also <br />mean church cemeteries. <br />Planned Residential Development (PRD) - A land area under unified <br />control which is designed and planned to be developed in a single <br />operation by a series of prescheduled development phases according <br />to an officially approved PRD Plan which does not necessarily <br />correspond to the property development and use regulations of the <br />zoning district in which the development is located. <br />Planning and Zoning Commission - The planning and zoning commission <br />of Indian River County. <br />Plant Nursery - Any land used to raise trees, shrubs, flowers, and <br />other plants for sale or for transplanting. <br />Plant Species, Native - Any plant species with a geographic <br />distribution indigenous to all or part of South Florida. Plant <br />species which have been introduced by man are not native. <br />Planting Area - Any area designated for landscape planting having <br />a minimum of ten (10) square feet and at least one dimension on any <br />side of three (3) feet; except that, wherever a tree shall be <br />planted, a minimum area of one hundred (100) square feet, with a <br />minimum dimension of at least ten (10) feet, shall be required. <br />Plat, Final - A finished map being a complete, exact representation <br />of a subdivision accurately showing all legal requirements of <br />58 <br />
