subdivisions, Chapter 913, which may include "replat", "amended <br />plat" or "revised plat". <br />Plat, Preliminary - A tentative plan of a proposed subdivision <br />sufficient in detail to gauge compatibility with the comprehensive <br />plan, zoning chapter and other development regulations of Indian <br />River County. <br />Plat of Record - A plat which conforms to the requirements of the <br />laws of the State of Florida and ordinances of Indian River County <br />at the time of approval by the board of county commissioners which <br />is recorded in the official records of Indian River County by the <br />clerk pursuant to law. <br />Point Source - A stationary location where pollutants are <br />discharged, usually from an industry; under the Federal Water <br />Pollution Control Act (FWPCA), a point source is any discernable, <br />confined, and discrete conveyance, including but not limited to any <br />pipe, ditch, channel, tunnel, conduit, well, discrete fissure, <br />container, rolling stock, concentrated animal feeding operation, <br />vessel, or other floating craft, from which pollutants are or may <br />be discharged. This term does not include return flows from <br />irrigated agriculture. <br />Pole Light - Any lighting device elevated by a slender piece of <br />material greater then forty-eight (48) inches above the ground for <br />the purpose of illuminating a broad or specific area. <br />Porosity - The ability of a soil layer to hold water. <br />Potable Water - Water, either naturally occurring or processed, <br />which is of a quality suitable for consumption. <br />Potable Water System - A system of structures designed to treat and <br />distribute potable water, and includes water wells, treatment <br />plants, reservoirs, and distribution mains. <br />Potentiometric Surface - The level (elevation) to which the water <br />within an aquifer would rise in a well and is used as a measure of <br />quantity of water within an aquifer. <br />Pre -Application Conference (Traffic) - A meeting between the <br />applicant and/or his engineer and the Director of Public Works that <br />occurs prior to the conduct of a traffic impact study for the <br />purposes of defining the requirements for submission of the traffic <br />impact study. <br />Premises - A distinct unit or parcel of land including the <br />appurtenances thereon. <br />Primary Treatment - A process which removes between 30 and 35 <br />percent of the organic material and up to 50 percent of the solids <br />from sewage. Because screens and settling tanks are the most <br />common methods used to remove the solids, this process is also <br />referred to as physical treatment. <br />59 <br />
