Prime Natural Groundwater Areas for the Floridan Aquifer - Lands <br />west and northwest of Indian River County which recharge the <br />Floridan aquifer. <br />Prime Natural Groundwater Areas for the Surficial (Shallow) Aquifer <br />- The lands along the Atlantic Coastal Ridge and the Ten Mile Ridge <br />where coarse permeable sands are exposed at the surface and <br />rainfall is absorbed by the soil and percolates into the <br />groundwater, as depicted in Figure 3.D.2., Aquifer Recharge Sub - <br />Element of the county comprehensive plan. <br />Principal Use - The primary use and chief purpose of a lot or <br />structure. <br />Prior Vested Development - Development projects approved prior to <br />September 1, 1990 for which a final development order has been <br />issued, developments of regional impact approved pursuant to <br />Chapter 380 of the Florida Statutes, vested subdivision plats, and <br />those projects initiated prior to September 1, 1990 which are <br />exempted from concurrency review. <br />Processing Plant - A facility designed for incineration, resource <br />recovery or recycling of solid waste prior to its final disposal. <br />Project, Insignificant - A proposed development which will <br />generate/attract less than five -hundred (500) trips per day and is <br />not located at a critical transportation location, as determined <br />by the director of public works. <br />Project, Significant - A proposed development which will <br />generate/attract five -hundred (500) trips per day or more; or <br />developments where the proposed use is located at a critical <br />transportation location as determined by the director of public <br />works. <br />Project Site (Mining) - That portion of the real property which is <br />being excavated or mined, together with all property within 100 <br />feet of the perimeter of the excavation, or mining activity. <br />Protected Tree - See Tree, Protected <br />Protective Barrier - Any structure, device, or visual barrier which <br />effectively identifies the parameters of the protected area. <br />Public Beaches - All of that part of the shore of the Atlantic <br />Ocean extending from the ordinary seasonal high water mark to the <br />waters of the Atlantic Ocean. <br />Public Utility - Any privately -owned, municipally -owned, County - <br />owned, or other government-owned system providing water service to <br />the public which has at least fifteen (15) service connections or <br />regularly serves an average of at least twenty-five (25) <br />individuals daily for at least sixty (60) days of the year, with <br />60 <br />
