a minimum permitted withdrawal capacity of one hundred thousand
<br />(100,000) gallons per day.
<br />Public Water Supply Well - wells withdrawing water from the
<br />surficical aquifer for use as potable water that are operated by
<br />public utilities.
<br />Public/Private Utility, Heavy - A centralized facility for the
<br />provision of a public utility that is of sufficient scale and
<br />intensity to warrant special site considerations to limit the
<br />impact on surrounding properties. Major utility uses include, but
<br />are not limited to, electrical generating plants and facilities;
<br />water and wastewater treatment and disposal facilities which are
<br />part of a county or regional system; public utilities supply yard;
<br />and other major community infrastructure of such scale and
<br />intensity to warrant special site considerations in order to
<br />protect adjacent properties as above specified.
<br />Public/Private Utility, Limited - A facility, used in the
<br />transmission or delivery of a public or private utility, in which
<br />the facility is relatively small in scale and can be compatible
<br />with residential and other low intensity uses. Limited utility
<br />uses include, but are not limited to, electrical substations,
<br />distribution facilities and transformers; individual water or
<br />wastewater treatment plants but not larger public water and
<br />wastewater treatment plants which are part of a county or regional
<br />system; wastewater pumping facilities; water storage, control and
<br />pumping facilities; and structure, equipment and rights-of-way for
<br />telephone, electricity, gas, or water.
<br />Public Protective Services - Public facilities, or private firms
<br />serving the general public, providing emergency police, fire,
<br />rescue, or ambulance or similar services, excluding funeral home.
<br />Public Rights -of -Way - Any county street, road, alley, or highway
<br />or public easement acquired by the county or the public by
<br />purchase, gift, devise, dedication, prescription, or otherwise
<br />within the unincorporated areas of Indian River County, and those
<br />roads and easements under the jurisdiction of the county within
<br />municipalities located in Indian River County.
<br />Public Services and/or Public Facilities - Services for which
<br />Level of Service (LOS) Standards are included in the Comprehensive
<br />Plan, whether such services or facilities are provided by
<br />government, quasi -public or private providers. Such services and
<br />facilities are roadways (traffic circulation), parks, potable
<br />water, sanitary sewerage, solid waste and drainage.
<br />Public Ways - Any and all streets, roads, alleys, piers, bulkheads,
<br />boardwalks, lanes, trails, or other public ways, and any and all
<br />public parks, squares, beaches, parks and any and all recreational
<br />facilities operated by the state, county, federal government or
<br />special governmental districts.
