Road, Public - The area of the public right-of-way, either paved <br />or unpaved, which is intended for vehicular traffic. <br />Road Capacity - The maximum number of vehicles that can be <br />accommodated by a given roadway during a specified time period <br />under prevailing roadway, traffic and control conditions at that <br />roadway's adopted level of service. <br />Roadway - The portion of highway, including shoulders, for vehicle <br />use. Also see Street. <br />Roadway, Major - A road depicted on the Indian River County <br />Thoroughfare Plan Map (Figure 4.13.2, Traffic Circulation Element, <br />Comprehensive Plan) as a principal arterial, minor arterial, or <br />collector road. <br />Roadway, Shared - Any roadway upon which a bicycle lane is not <br />designated and which may be legally used by bicycles regardless of <br />whether such facility is specifically designated as a bikeway. <br />Roadway Capital Improvement - The planning of, engineering for, <br />acquisition of land for, and construction of roads, turn lanes, <br />intersection improvements and signalization, but not including <br />maintenance. <br />Roof Line (Deck Line) - The intersecting lines of a roof formed at <br />the junction of the roof with the walls of a building. On a sloped <br />roof, the deck line is the intersection of the sloped roof sides <br />with the uppermost flat roof. <br />Rooming House - A building that is the primary residence of the <br />owner and in which rooms are provided by the owner, for <br />compensation, to three or more adult persons not related by blood, <br />marriage, or adoption to the owner. <br />Rubbish - Refuse accumulations of paper, excelsior, rags or wooden <br />or paper boxes or containers, sweepings, and all other <br />accumulations of a nature other than garbage, which are usual to <br />housekeeping and to the operation of stores, offices and other <br />business places, also any bottles, cans or other containers which, <br />due to their ability to retain water, may serve as breeding places <br />for mosquitoes or other water breeding insects. <br />Sanitary Sewers - Mains, pipes and laterals for the reception of <br />sewage and carrying such sewage to a treatment plant or some part <br />of the sewage disposal system, and may embrace pumping stations, <br />outlets and a sewage disposal system where deemed necessary. <br />Satellite Dish Antennas - (Also see Antenna) An antenna with a <br />low -noise amplifier, the purpose of which is to receive <br />communication or other signals from orbiting satellites. <br />School, Business and/or Collegiate (including Vocational or Trade <br />School) - A private, public, or other non-profit institution <br />conducting educational programming for business, vocational, <br />collegiate, or post -graduate levels, operated by a governmental or <br />66 <br />
