soils are commonly medium textured. They are mainly free of <br />mottling. <br />Solid Waste - Garbage, refuse, yard trash, clearing debris, white <br />goods, special waste, ashes, sludge, or other discarded material, <br />including solid, liquid, semisolid, or contained gaseous material <br />resulting from domestic, industrial, commercial, mining, <br />agricultural, or governmental operations. <br />Solid Waste Disposal Charge - The annual special assessment charge <br />against a parcel of assessable property for the disposal of solid <br />waste for the applicable fiscal year based upon the classification <br />of the use of such parcel of property as specified in the <br />equivalent residential unit ("ERU") schedule. <br />Solid Waste Facility - Land, equipment and buildings constructed <br />and maintained by the board of county commissioners to transfer and <br />or dispose of solid waste within the county. <br />Special Assessments - A compulsory charge made against certain <br />properties to defray part or all of the cost of a specific <br />improvement or service deemed to primarily benefit those <br />properties. <br />Special Exception - A use that would not be appropriate generally <br />or without restriction throughout a zoning district but which if <br />controlled as to number, area, location or relation to the <br />neighborhood, would promote the public health, safety, welfare, <br />morals, order, comfort, convenience, appearance, prosperity, or the <br />general welfare. Such uses may be permissible in a zoning <br />classification or district upon the granting of special exception, <br />meeting the requirements of Chapter 911, Zoning. <br />Special Vehicle Sales Event - A temporary activity having a <br />duration of four or fewer consecutive days for the sale of vehicles <br />held at a site not approved as a permanent vehicle sales facility <br />and conducted by one or more vehicle dealers having a valid Indian <br />River County occupational license. <br />Special Wastes - Solid wastes that require special handling and <br />management, including, but not limited to, white goods, whole <br />tires, used oil, mattresses, furniture, lead -acid batteries, and <br />biological wastes, and oversized bulky wastes and materials <br />generated in demolition and construction projects. <br />Specialty Farm - An agricultural activity which involves the <br />breeding, raising or overall care for animals which are not <br />classified as a household pet or livestock. <br />Specified Anatomical Areas - Specified anatomical that are: <br />a. Less than completely and opaquely covered: <br />1. Human genitals or pubic region; or <br />2. Cleavage of the human buttocks; or <br />3. That portion of the human female breast encompassed <br />within an area at or directly below the areola (the <br />74 <br />
