HE NOTED THERE IS AN AVERAGE <br />DEPTH OF ABOUT 200' ON LOTS 14 THROUGH 20, WHICH WOULD PROVIDE AN <br />AVERAGE 200' BUFFER ZONE OF SINGLE FAMILY IDENTICAL TO COLONIAL TERRACE. <br />COMMISSIONERS FLETCHER AND BIRD AGREED THIS IS A -CONSIDERABLE <br />CONCESSION BY THE DEVELOPER AND WITHDREW THEIR MOTION AND SECOND BASED <br />ON THE CONCESSION AS STATED ABOVE BY MR. ZORC. <br />DISCUSSION FOLLOWED IN REGARD TO APPROVING THE PRELIMINARY <br />PLAT BASED ON THE VARIOUS CONCESSIONS. <br />MR. ZORC EMPHASIZED THAT HE HAD TO HAVE THE ACCESS FROM 8TH <br />STREET, AND HE COULD NOT MAKE THE OTHER CONCESSIONS WITHOUT THIS. <br />ATTORNEY COLLINS FELT THAT WITH LAND ABUTTING A PUBLIC ROAD, <br />THE COMiMISSION WOULD HAVE TO HAVE SUBSTANTIAL REASONS TO DENY ACCESS <br />AT THAT POINT, <br />CHAIRMAN LYONS AGREED THAT TWO ACCESSES PROVIDE AN ESCAPE; <br />ATTORNEY GREEN FELT THE COMMISSION SHOULD HAVE A TRAFFIC COUNT MADE. <br />DISCUSSION CONTINUED IN REGARD TO TWO EXITS. <br />MRS. FRANCES GROTH, WIFE OF THE DEVELOPER OF COLONIAL TERRACE, <br />STATED IT WAS THEIR UNDERSTANDING THAT THE RIGHT OF WAY TO THE EAST <br />WAS NOT A PUBLIC RIGHT OF WAY. <br />DISCUSSION CONTINUED AS TO WHETHER THE RIGHT OF WAY WAS A <br />PUBLIC ONE OR NOT, AND MR. ZORC STATED THAT HE HAD RESEARCHED THIS AND <br />BELIEVEDfTHAT IT IS COUNTY RIGHT OF WAY. <br />ATTORNEY GREEN BROUGHT UP THE POINT THAT 10TH AVENUE SHOULD <br />NOT BE OPEN AT THAT SUBDIVISION BECAUSE IT IS ONLY 126' TO THE ENTRANCE <br />TO COLONIAL TERRACE; S0, THERE WOULD BE TWO FAIRLY HIGH DENSITY EN- <br />TRANCES ONTO 8TH STREET LESS THAN 150' APART, WHICH WOULD CREATE AN <br />EXTREME HAZARD. <br />MR. ZORC NOTED THAT THEIR FIRST PLAT SHOWED ROADS CONNECTING, <br />BUT THERE WAS A LOT OF PROBLEM ABOUT CQNNECTING ROADS BETWEEN THE <br />SUBDIVISIONS, THEY, THEREFORE, AVOIDED THAT IN ORDER NOT TO CREATE <br />TRAFFIC WITHIN COLONIAL TERRACE, HE CONTINUED THAT HE HAS BENT OVER <br />BACKWARDS TO TRY TO DESIGN THE PLAT NOT TO AFFECT THE PEOPLE IN <br />COLONIAL TERRACE, THEY ARE NOT GIVING UP ALMOST 1/4 OF THEIR LOTS <br />FOR A BUFFER ZONE, AND HE DID NOT KNOW HOW THEY COULD ASK HIM TO DO <br />ANY MORE. <br />-I <br />
