MAR 2 51991 <br />ON MOTION BY COMMISSIONER'SCURLOCK, SECONDED BY COMMIS— <br />SIGNER WODTKE, THE BOARD UNANIMOUSLY AUTHORIZED THE JOINT VENTURE <br />TO PROCEED WITH A STUDY RE POSSIBLE ALTERNATIVES FOR MAKING THE <br />TREASURE COAST UTILITIES SYSTEM OPERABLE, THE COST OF THE STUDY NOT <br />TO EXCEED $1,000, <br />DISCUSSION RE PROPOSED SALARY GUIDELINES FOR FISCAL YEAR 1981-82 <br />THE BOARD REVIEWED ADMINISTRATOR NELSONS MEMO RECOMMENDING <br />MERIT INCREASES AND COST OF LIVING INCREASES, AS FOLLOWS: <br />TO: The Honorable Members of ®ATE: March 19, 1981 FILE: <br />The Board of County Commissioners. <br />SUBJECT: Budgetary Guidelines <br />Re: Cost of Living & Merit <br />Adjustments <br />FROM: Nei 1 1 sons/ Or�REFERENCES: <br />County dministrator <br />The Administration is in the early stages of development of it's budget <br />proposal for fiscal year 1981-82. To assist in development of the proposed <br />budget, it is requested that the Board provide guidelines for planning and <br />budgetary purposes, regarding cost of living adjustments and merit adjustments <br />to the employee salary schedules. <br />DESCRIPTION AND CONDITIONS <br />The most recent United States Department of Labor statistics indicate an <br />increase in the consumer price index from January, 1980 until January, 1981 <br />of 11.7%. This percentage applies for both "all urban consumers" and for <br />"urban wage earners and clerical workers". In order to provide a compensation <br />program, which will retain good County employees, as well as attract new <br />employees when vacancies do occur, it is necessary that County Government <br />maintain competative wage rates within it's labor market area. It is also <br />necessary that current employees not be expected to diminish their real <br />purchasing power as a result of increases in the cost of living. It is also <br />necessary that County employees have an opportunity to be rewarded for their <br />performance on the job. <br />ANALYSIS AND RECOMMENDATION <br />The Administration believes that it is necessary to establish guidelines for <br />cost of living and merit salary adjustments at this time, to be utilized in <br />preparation of the fiscal year 1981-82 budget proposals. Based upon the <br />available data and past Board policies, the Administration recommends the Board <br />establish guidelines for salary adjustments, as follows: <br />I. Cost of living adjustment - 9%. <br />2. Merit increases - Up to 5%. <br />
