Mr. Himanshu Mehta, P.E. <br />26 February 2008 <br />Page 4 of 11 <br />Geosyntec will provide all engineering services necessary to complete the engineering design <br />modification, permit modification application, and address requests for additional information <br />from FDEP related to the design modification. The scope of services also includes construction - <br />phase services, such as, preparing construction bid documents, providing procurement support, <br />construction management, and construction quality assurance (CQA) monitoring, testing, and <br />certification services. The proposed budget and schedule are based on the assumption that Waste <br />Management, inc. of Florida (WMIF) will provide the construction services for the entire project <br />in accordance with the terms of the operating agreement between the SWDD Board and WMIF. <br />For budgeting purposes, the scope of work will be performed in four phases, as presented below. <br />• Phase 1: General Consulting/Meeting Support/Project Management; <br />• Phase 2: Vertical Expansion Design Modification and Permitting; <br />• Phase 3: Construction Procurement Services; and <br />• Phase 4: Construction Support Services. <br />Each of these phases is briefly described below. <br />Phase 1: General Consulting/Meeting Support/Project Management <br />Phase 1 consists of three components: general consulting, meeting support, and project <br />management. Geosyntec will provide SWDD with consulting services necessary to initiate the <br />project and attend pre -application and in -progress review meetings with the FDEP Central <br />District office. Geosyntec will prepare presentation graphics, engineering drawings, and other <br />documents required to support the meetings and project coordination activities. <br />A kickoff meeting with SWDD is proposed before the start of project activities so that the <br />specific project requirements can be discussed. If required by SWDD, Geosyntec will prepare <br />for and attend a meeting with the SWDD Board to explain the project scope and budget <br />requirements. Geosyntec will also schedule and attend, with SWDD staff, a meeting with the <br />Central District office of FDEP to discuss specific permitting issues. Following each meeting, <br />Geosyntec will prepare meeting minutes that document decisions reached in the meetings. <br />Project management activities will include: budget and schedule tracking, invoice review, and <br />project communications, including the preparation of a monthly progress report. The project <br />report will include a description of the activities completed during the month and planned <br />activities for the following month.
