<br />cludes testimony and evidence upon which the
<br />appeal is based.

<br />ATTORNEY COLLINS COMMENTED THAT THE RECOMMENDATION .FROM
<br />THE PLANNING DEPARTMENT IS DIFFERENT THAN THE -ADVERTISEMENT. IF THE
<br />BOARD -IS PREPARED TO HEAR THE REZONING- AS ADVERTISED, IT IS PROPER
<br />TO PROCEED, BUT HE DID NOT BELIEVE THE BOARD CAN MAKE A DECISION
<br />CONTRARY,TO'THE ADVERTISEMENT WITHOUT A WAIVER FROM THE PROPERTY OWNER,
