IV. RESPONSIBILITIES <br />A. General <br />All County departments, constitutional officers, municipalities, and volunteer <br />agencies are responsible for the following general items: <br />Develop the necessary functional annexes, appendices, standard <br />operating procedures (SOPs) and checklists forthe effective, efficient <br />organization and performance of functions required to respond to and <br />recover from an emergency or disaster event. <br />2. Designate and train essential personnel for specific assignments in <br />the conduct of emergency operations. Provide instructions to <br />personnel regarding agency -staffing policy during an emergency or <br />disaster event. <br />3. Protect and secure facilities, property and equipment under their <br />control. <br />4. Maintain accurate records of emergency related expenditures (such <br />as personnel, supplies, and equipment costs). <br />5. Provide staff, supplies and equipment (as required and available) in <br />support of emergency response and recovery operations. Expedite <br />required activities for return to normal conditions as soon as possible. <br />6. Preservation of Vital Records/Documents: <br />All County departments, constitutional officers, municipalities, and <br />volunteer agencies of Indian River County must insure the <br />preservation of vital records/documents deemed essential for <br />continuing government functions and conducting post -disaster <br />operations. The development of a disaster plan for vital records has <br />strongly been encouraged to each department. The Department of <br />Emergency Services has established a Records Management Policies <br />and Procedures manual, dated May 1, 2001(updated December <br />2006).The purpose of these policies and procedures is to establish <br />standards for controlling, retaining, destroying and/or preserving <br />public records to ensure compliance with the state and federal laws, <br />regulations, and policies. <br />Indian River County Comprehensive Emergency Management Plan Basic Page 103 <br />
