JUL 151981 EoaK 70 <br />J <br />Recommendations and Funding <br />The staff recommends approval of the Final Plat of Colonial Heights <br />Subdivison, subject to the posting of a maintenance/performance bond in <br />the amount of $8,780.00 to cover the burning/removal of cleared material, <br />seeding and germination of grass in Swale and easement areas, and the <br />installation of traffic control signs. <br />Recommendations and Funding (Continued) <br />There are no funding considerations to be addressed by the Board <br />for this item. <br />ENGINEER DAVIS NOTED THAT ANOTHER ITEM HAS COME TO THEIR <br />ATTENTION WHICH IS NOT .INCLUDED IN THE MEMO. IT IS CONCERNED WITH <br />MONIES TO BE HELD IN ESCROW FOR ACCELERATION AND DECELERATION LANES <br />ON 8TH STREET, THE NEED FOR SUCH LANES TO BE DETERMINED BY AN <br />INDEPENDENT TRAFFIC ENGINEER. MR. DAVIS INFORMED THE BOARD THAT <br />HE HAS BEEN IN CONTACT WITH THE DOT TO DETERMINE SOME CRITERIA TO <br />ESTABLISH THE NEED FOR THESE LANES, AND SINCE THE DOT DID NOT FEEL <br />RIVER SHORES WAS LARGE ENOUGH TO JUSTIFY A DECELERATION LANE, HE <br />DID NOT BELIEVE THIS SUBDIVISION OF ONLY 28 LOTS WOULD QUALIFY. <br />DISCUSSION CONTINUED AS TO THE SPECIFIC LOCATION OF SUCH <br />LANES OR LANE, WHETHER EASTBOUND OR WESTBOUND, THE VISIBILITY, ETC., <br />AND IT WAS GENERALLY FELT THAT THE ENTRANCE TO COLONIAL HEIGHTS <br />WAS IN A BETTER POSITION THAN THAT OF COLONIAL TERRACE WHICH IS <br />FURTHER WEST, <br />ENGINEER DAVIS STATED THAT THE RECOMMENDATION FOR APPROVAL <br />IS SUBJECT TO POSTING OF A MAINTENANCE AND PERFORMANCE BOND IN THE <br />AMOUNT OF $8,780.00 TO COVER THE REMOVAL OF CLEARED MATERIAL, SEEDING <br />AND GERMINATION OF GRASS IN SWALE AND EASEMENT AREAS; THE INSTALLATION <br />OF TRAFFIC CONTROL SIGNS; AND ALSO, ON RECOMMENDATION OF THE ATTORNEY, <br />A NOTE TO BE INCLUDED ON THE DEDICATION STATING THAT LOTS 14-20 ARE <br />RESTRICTED TO ONE SINGLE FAMILY UNIT PER LOT. <br />MOTION WAS MADE BY COMMISSIONER SCUP,LOCK, SECONDED BY <br />COMMISSIONER FLETCHER, TO GRANT FINAL APPROVAL OF COLONIAL HEIGHTS <br />SUBDIVISION SUBJECT TO THE RECOMMENDATIONS OF THE COUNTY ADMINISTRATOR <br />AND COUNTY ATTORNEY AS STATED. <br />COMMISSIONER WODTKE ASKED IF THERE IS GOING TO BE ANY TREES <br />OR SHRUBBERY OF ANY KIND BETWEEN THE ROAD AND THE COLONIAL TERRACE <br />AREA, AND FRANK ZORC STATED ALTHOUGH THERE IS NOTHING REQUIRED ON <br />48 ' <br />
