Building Ordinance continued: <br />-2- <br />for each application that involves the construction, installation or modifi- <br />cation of a septic tank or absorption field or well shall show the location <br />of the septic tank, absorption field and well and the location of the <br />neighboring septic tanks, absorption fields and wells" <br />6. Contractor's License and Bond Section 106. 2 is amended to read: <br />"Any person engaging in the construction business as defined in <br />Chapter 468, Part II, Florida Statutes, shall be required to establish his <br />competence and qualifications to be registered or certified as therein <br />provided by satisfactorily passing the state examination with the following <br />modifications: <br />(a) Any person holding a current state, county or municipal <br />license for Indian River County, as a contractor, general contractor, building <br />contractor or residential building contractor who has not previously passed <br />the state examination is required to do so before a county occupational license <br />shall be issued to that person. <br />(b) This ordinance shall have no effect on current occupational <br />licenses but any person failing to comply with subparagraph (a) above shall <br />not be issued a renewal license except those persons who can furnish proof <br />to The Florida Construction Industry Licensing Board that he has actively <br />engaged in the business of contracting in Indian River County, Florida, at <br />least two out of the last three years prior to the effective date of this <br />ordinance shall be entitled to register and be certified as provided in <br />Florida Statute 468. 105(2)(b). <br />(c) No residential building contractor shall be authorized to do <br />business in Indian River County, F7, ida, after the effective date of this <br />ordinance unless he has qualified ,der the provisions of this ordinance. <br />No bond shall be required under this Code. <br />7. Permits Issued Upon Affidavits. Section 106. 5 is amended to read: <br />"Whenever a permit is to be issued in reliance upon an affidavit <br />as provided in Section 105. 6 or whenever the work to be covered by a permit <br />involves construction under conditions which, in the opinion of the Building <br />Official, are hazardous or complex, the Building Official shall require that the <br />architect or engineer who signed the affidavit or made the drawings or <br />computations, shall supervise such work, be responsible for its conformity <br />with the approved drawings, and forthwith upon its completion make and <br />file with the Building Official written affidavit that the work has been done <br />in conformity with the approved plans and with the structural provisions of <br />the code. In the event such architect or engineer is not available, the <br />owner shall employ in his stead a competent person or agency whose <br />qualifications are approved by the Building Official. The Provisions of <br />this section shall be in addition to inspections as required by this Code <br />and not in lieu thereof. " <br />8. Schedule of Permit Fees. Section 107. 4 is amended to read: <br />"On all buildings, structures or alterations requiring a building <br />permit as set forth in Section 105, a fee shall be paid in accordance with <br />a schedule of fees as established by the Board of County Commissioners <br />of Indian River County, Florida, by Resolution. One-half of the required <br />fee as estimated by the Building Official shall be paid at the time of filing <br />the application and the balance of the fee shall be paid when the Building <br />Permit is issued. " <br />
