SEP 3 01981 BOOK 47 uu 617 <br />ALTERNATIVES AND ANALYSIS: <br />The Kimley-Horn contract, with the revisions sought by D.O.T. and <br />the County Administration, will provide the required services to <br />produce the study, within the constraints of the grant offer. <br />The voluntary participation of the Council on Aging for the dura- <br />tion of the planning effort will satisfy the D.O.T. requirement <br />for designating an agency to act as the transportation provider. <br />Since this is done only to meet planning requirements and does not <br />involve any performance on the part of the designee, there will <br />not be any formal agreement between D.O.T. and the "Provider". <br />RECOMMENDATIONS AND FUNDING: <br />The County has been offered a grant, through Florida D.O.T., in the <br />amount of $8,000 to prepare a study for Coordination of Transporta- <br />tion Disadvantaged Services. All contracts and agreements have been <br />received, negotiated and reviewed as requested. Accordingly, the <br />Administration recommends approval of these documents under the <br />constraints noted above, so that work can commence on this study <br />as soon as possible in order to allow maximum time for the consul. <br />to meet the December 15, 1981 deadline. <br />The following items are recommended for consideration and actic:. <br />the Board of County Commissioners: <br />A. Approve the contract between the Florida D.O.T. and the <br />County, as submitted, which will provide $8,000.00 for preparing <br />for the Coordinated Transportation Disadvantaged Services. This <br />approval will authorize the Chairman to sign the four (4) required <br />copies of the contract for submittal to Florida D.O.T. <br />B. Approve the contract between Kimley-Horn and Associates, Inc., <br />as submitted. This will provide the necessary services to produce the <br />plan required by Florida D.O.T. for the lump sum fee of $8,000.00 provid- <br />ed through the D.O.T. contract. This approval will allow the Chairman <br />to sign the copies provided thereby completing the contract, allowing <br />work to commence. <br />C. Accept the offer of the Indian River Council on Aging allowing <br />them to be designated as the interim provider of Transportation Dis- <br />Advantaged Services until such time as the plan is completed and ac- <br />cepted by the Florida D.O.T. and the County. <br />M M <br />
