Electric monitoring not <br />available <br />8. Operating weight with ballast <br />40,325 lb (Do not intend to use <br />ballast, as it cuts the H.P. of <br />the machine) <br />9. 2 wheel machine <br />Minimum Specifications <br />1. 210 H.P. <br />2. 635 Cu. In. <br />3. Transmission 4- forward <br />and 4 reverse <br />4. Twin Cylinder Steering <br />5. 4 wheel brakes <br />6. Deceleration <br />7. Electric monitoring on <br />gauges <br />8. Operating weight - not less <br />than .44,500 lbs <br />9. Specified 4 wheel machine <br />8 Pb F M <br />In addition,.the rollers on the Hyster are intended for road work, not landfill <br />compacting. <br />3. Therefore, the Bid Committee must recommend that this bid be awarded to Kelly <br />Tractor for the Caterpillar. There is $145,000.00 budgeted for this piece of equip- <br />ment in Acct. #411-217-534-66-43. See attached letter from Post, Buckley, Schuh <br />& Jernigan, Inc. <br />Administrator Nelson felt the issue raised was <br />primarily whether they had overspecced the contractor to <br />prevent other firms from bidding. He commented that it was <br />specced up because of the 4 -wheel drive requirement. <br />Material Management Director Carolyn Goodrich reported <br />that out of the 10 firms requested to bid, eight either do <br />not supply this type of equipment or could not meet <br />specifications. <br />Rex Hailey, Landfill Supervisor, explained that when <br />you are spreading material in a landfill, you have a variety <br />of material which leaves voids after it is spread, and you <br />must have a vehicle that will be able to span the void. It <br />was his recommendation to go with a four-wheel machine, and <br />he pointed out that there were items in addition to the <br />4 -wheel drive requirements where specifications were not <br />met, i.e., the transmission and the electrical emergency <br />monitoring system. <br />6= <br />
