Chairman Scurlock had a question in regard to <br />establishing an appropriate provision to determine that <br />architects and other professionals have the proper Errors <br />and Omissions insurance to protect the county, and the <br />Administrator stated that this all would be part of the <br />negotiation procedure. <br />Commissioner Fletcher arrived at the meeting at 8:50 <br />o'clock A.M. <br />Commissioner Lyons noted that the Bar Association <br />Committee had met with the architect to review the proposed <br />plans, which he believed was wise, but he felt it should be <br />made clear that the County Commission has the overall <br />control of this construction project. The Board agreed. <br />Commissioner Fletcher commented, in regard to the <br />unanimous recommendation of the architectural firm of <br />Charles Block as first choice, that Mr. Block presently is <br />very busy working on three fire stations for the county. <br />He, therefore, felt the Board should consider spreading this <br />work out a little, and he would prefer to go to the second <br />recommendation. <br />n- - <br />Chairman Scurlock explained the negotiation process and <br />noted that determining workloads is a part of it. <br />On Motion by Commissioner Lyons, seconded by <br />Commissioner Bird, the Board unanimously accepted the <br />recommendation made by the Judges and Bar Association on the <br />order of preference for negotiation with architectural firms <br />in regard to the fourth courtroom and authorized the <br />Chairman, Administrator and Attorney to negotiate with same. <br />Commissioner Lyons stated that he would like to run a <br />study to see if it is feasible to add 15' to Courtroom "A" <br />by taking it out of the lobby, and he suggested that a count <br />of daily foot traffic in the lobby be conducted over a month <br />or so to aid in making this determination. <br />JAN 271992 5 eon 48 Pa,r 653 <br />
