Nelson <br />County Administrator <br />SUBJECT: Disposition and future use of the <br />Welfare Services and Veterans <br />Services Building, located at <br />14th Avenue and 25th Street in <br />Vero Beach <br />REFERENCES: <br />DESCRIPTION AND CONDITIONS <br />The County Welfare Department and the Veterans Service Office <br />has been relocated to the Administration Building. In recent <br />times Staff has received requests from the Salvation Army and <br />the Disabled Amevican Veterans Organization. These groups <br />desire to utilize the building located at 14th Avenue and 25th <br />Street. This building is of frame construction and contains <br />approximately 2300 square feet of usable space. These groups <br />have expressed a desire to lease the building at a nominal rate. <br />At the present time, Staff does not envision need for this <br />building, it is therefore available as surplus property. <br />ALTERNATIVES AND ANALYSIS <br />A. The County Commission could determine that there no longer <br />exists a public need for the property. Thus the building <br />could be declared surplus and in excess of County need. <br />Under this approach it would be appropriate to; <br />1. Obtain a proposal in order to determine fair market <br />value for the property. <br />2. Staff would prepare specifications and a legal advertise- <br />ment inviting public interest regarding the disposition of <br />the building under either a lease or purchase agreement. <br />3. Upon receipt of proposals from interested citizens it <br />would be necessary for staff to evaluate the proposals <br />and make recommendations to the Commission in order to <br />determine the final disposition regarding the property. <br />As a part of the decision-making process, consideration <br />could be given to such issues as the appropriateness <br />of a short or long term lease as well as the possibility <br />of outright sale of the property. <br />B. The Commission could determine that it is in the public <br />interest to retain ownership of the building. We could <br />therefore utilize it for overflow space for future expansion <br />of County Staff and/or storage as the situation dictates. <br />C. The Commission could decide to lease or sell the building <br />to a public service type organization. Under this approach <br />the Commission could appropriately lease the building space <br />at a very nominal rate such as a $1.00 per year, and dictate <br />as part of the agreement that these groups must continue <br />in their effort to serve the needs of the community as well <br />as address issues involving facility maintenance and the like. <br />RECOMMENDATIONS AND FUNDING <br />It is recommended that the County Commission accept Alternative <br />A and authorize the County Staff to proceed accordingly. <br />24 <br />
