that the Chamber does recommend passing the proposed <br />ordinance. <br />Georgia Allen of Roseland next took the floor, stating <br />that many people in the North County area would like to see <br />this ordinance made less stringent; they prefer the old <br />American policy of people being able to sell merchandise <br />without a lot of restrictions, and they do not feel "Big <br />Brother" should have to look out for everyone all the time. <br />Mrs. Allen agreed that the problem with the use of the <br />right-of-way is a legitimate one, but felt if the license <br />fee is made too high, it will discourage the small people. <br />She further noted that the requirement to provide a deed can <br />be involved and difficult. Mrs. Allen -also felt the <br />proposed ordinance would limit competition and noted that <br />the flea markets provide entertainment for the North County <br />citizens, as well as give them an opportunity to buy <br />merchandise at lower prices. <br />Attorney Barkett wished the following responses put on <br />record for the Chamber of Commerce. He emphasized that the <br />Chamber of Commerce is designed to protect the free <br />enterprise system, and the reason for this ordinance is that <br />the transients do have an unfair advantage over local <br />merchants. A local merchant has to set up his business only <br />in specially zoned areas, obtain a license,- pay Sales Tax, <br />and conform to many requirements - the transient does not. <br />The proposed fee is only $15.00 a year, which is very <br />reasonable, and will not impose a hardship. Mr. Barkett <br />stressed that the ordinance is not intended to inhibit free <br />competition, but just to put everyone on an equal basis. <br />Commissioner Fletcher agreed the $15.00 fee seems <br />relatively simple, but felt that supplying a deed, etc., can <br />become very complicated.
