E. Section 8 Audit Report <br />The Board reviewed the following memorandum dated <br />February 24, 1982: <br />TO: Neil A. Nelson DATE: February 24, 1982 FILE: <br />County Administrator <br />SUBJECT: Section 8 Housing Assistance <br />Program Audit Report <br />FROM: g <br />Edward J. e a REFERENCES:: <br />Executive Director <br />Indian River Countv Housing Attt}hnri to <br />It is recommended that the data herein presented, be <br />given formal consideration by the County Commission. <br />The Board of the Indian River County Housing Authority <br />at its meeting of February 16, 1982 requested that the Section <br />8 Housing Assistance Program Audit be forwarded to the County <br />Commissioners for their approval.. <br />The audit was under taken in accordance with County Reso- <br />lution No. 82-2 which authorized the -firms of O'Haire, Moran <br />& Williams, Chartered and Deloitte, Haskins & Sells, Certified <br />Public Accountants, to audit the books and records of the <br />Pub-lic Housing Agency for the 27 month period ending September <br />30, 1981. Copies of the report are submitted for each of the <br />Commissioners for their review. <br />As described in Note 1 of the report, "The Section 8 Housing <br />Assistance Program's policy is to prepare its financial statements <br />on the basis of accounting practises prescribed or permitted by <br />the Department of Housing and Urban Development". <br />On Page 8, Exhibit C-3, indicated accumulative HUD contri- <br />butions through September 30, 1981 of $278,852. The County's <br />contribution is $439. The surplus of $8,675 is equipment. (Ed.; <br />The program assisted elderly, handicapped, disabled and families <br />of low income in meeting the rent for their housing'. During the <br />period covered, 158 cases received financial assistance.) <br />The accountants have, in accordance with their contract, <br />forwarded 20 copies of the audit to the Reg,onal Inspector <br />General for Audit of the U. S. Department of Housing and Urban <br />Development. They have also forwarded a copy to the field <br />office in Jacksonville. <br />The costs of the audit have been funded by the Department <br />of.Housing & Urban Development. <br />Formal acceptance of the audit report by the Board of <br />County Commissioners is respectfully requested. <br />MAR 3 1982 13 <br />49 E <br />
