Attorney Brandenburg explained that Mr. Bain felt he <br />should not be held to his original bid since it was <br />submitted six months ago. Assistant Administrator Greene <br />and the Attorney have met with Mr. Bain, and suggested a <br />change order could be authorized to compensate for the <br />delay. The Attorney advised that the money would come from <br />the Contingency Fund. <br />On Motion by Commissioner Fletcher, seconded by <br />Commissioner Lyons, the Board unanimously accepted the offer <br />from Bain Underground Utilities, Inc., and authorized the <br />change order, as recommended by the Attorney, for the Pebble <br />Bay Waste Water System improvements -in the amount of $1,500, <br />the money to be used from the Contingency�Fund. <br />NEGOTIATIONS FOR UNIFORM GARBAGE FRANCHISE <br />Attorney Brandenburg asked the Board for permission to <br />contact Rural Sanitation to commence negotiations for a new <br />franchise so that the County will have both garbage <br />companies living under the same rules. <br />Motion was made by Commissioner Lyons, seconded by <br />Commissioner Wodtke, that the Board authorize the Attorney <br />. IF" " a <br />to negotiate with Rural Sanitation for a uniform garbage <br />franchise. <br />The Chairman called for the question. It was voted on <br />and carried with a vote of 4 to 1, with Commissioner <br />Fletcher voting in opposition. <br />UTILITIES FRANCHISE NEGOTIATIONS WITH CITY OF VERO BEACH <br />Attorney Brandenburg requested permission to begin <br />negotiations with the City of Vero Beach for a franchise to <br />operate their water, sewer, and electric utilities in the <br />unincorporated portion of the County. <br />Motion was made by Commissioner Lyons, seconded by <br />Commissioner Bird, that the Attorney be authorized to start <br />negotiations for a franchise with the City of Vero Beach to <br />operate its utilities in the County. <br />MAR 171982 <br />09 <br />49 <br />
