TO: The Honorable Board of <br />County Commissioners <br />d, <br />FROM. iqeil Nelson <br />County Administrator <br />DATE: February 5, 1982 <br />FILE: IRC-8I-ZC-30 <br />#456 <br />SUBJECT: DALE WEHR' S REQUEST TO REZONE, <br />4.8 ACRES FROM R-3, MULTI -FAMILY <br />RESIDENTIAL TO R-lAA, SINGLE <br />FAMILY RESIDENTIAL (2.6 UNITS/ <br />ACRE) <br />REFERENCES: <br />It is recommended that the data herein presented be formally considered <br />in the form of a public hearing on March 17, 1982. . <br />DESCRIPTION AND CONDITIONS: <br />The applicant is requesting that 4.8 acres of land be rezoned from <br />R-3, Multi -Family Residential (up to 15 units/acre) to R-1AA, Single <br />Family Residential (2.6 units/acre). The property is located on the, <br />west bank of the Indian River, north of the entrance to Sebastian <br />Highlands. <br />Reflections on the River, situated on the south, is approximately a <br />32 acre, 240 unit, multi -family development, which recently received <br />site plan approval. A 136 unit condominium development is proposed <br />directly north, and a vacant C -1A, Restricted Commercial District <br />lies west of the subject property. <br />ALTERNATIVES -AND ANALYSIS: <br />A) Approve the request to rezone the 4.8 acre parcel from R-3, Multi - <br />Family Residential to R-lAA, Single Family Residential (2.6 units/ <br />acre) . <br />If this alternative is selected, a substantial down zoning would <br />occur. Higher density multi -family developments are located to <br />the north and south; however, the requested low density, Single <br />Family Residential zoning is more compatible with the somewhat <br />sensitive river front property. This alternative complies with the <br />land use element of the Comprehensive Plan, which designates the <br />property as LD -2 (up to 6 units/acre). <br />B) Deny the request to rezone the 4.8 acre parcel from R-3, Multi - <br />Family Residential to R-lAA, Single Family.Residential (2.6 units/ <br />acre) . <br />This alternative would maintain the existing situation which <br />does not conform to the Comprehensive Plan's Land Use Element <br />and is not consistent with the County's policy of promoting <br />low density development. <br />RECOL1IENDATION : <br />The staff recommends Alternative A, approve the request to rezone <br />the subject property from R-3 to R-lAA. This would reduce the <br />allowable development on the site from 72 units to 12 units. The <br />Planning and Zoning Commission unanimously approved this recommend- <br />ation in their regular meeting of January 28, 1982. <br />MAR 171982 <br />78 <br />
